In November–December 2019 Abiy merged EPRDF member parties into the Prosperity Party, ending the ethnic-front coalition that had ruled since 1991. The TPLF refused to join.

Context

Party congresses implemented. He chaired the new party. TPLF’s refusal is part of the later 2020 rupture. A party merger is not a constitutional amendment. He did not sit as a Tigray regional president.

The Tigray offensive is November 2020. The Nobel is the same month as the merger’s public close.

The prime minister of Ethiopia is chief executive under the 1995 constitution as amended, chairs the Council of Ministers, and commands the ENDF in practice. He does not write AU Assembly resolutions, OHCHR investigation reports, IMF board decisions, or Somali federal statutes.

Why it matters

The path is political polarisation: dissolving ethnic fronts into a unitarist ruling party, against TPLF refusal, is a completed centralisation that later sat next to war. It is not itself a shot fired.

What the sources establish

Office of the Prime Minister of Ethiopia carries the official instrument or communique. Reuters records the same dated act independently.

Established: a late-2019 merger of EPRDF parties into Prosperity Party without the TPLF, independently reported.

Not established: that the constitution’s regional states vanished, or a unique later war coefficient from the congress.

Three EPRDF parties joined. The TPLF refused.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Abiy dissolves the EPRDF coalition into the Prosperity Party, not a later speech about Abiy dissolves the EPRDF coalition into the Prosperity Party.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He designed and chaired the merger. Three EPRDF parties joined. The TPLF refused. That limit is the alternative to treating office-holding as authorship of every later series.
