In the weeks around 6 September 1999, after East Timor’s independence ballot, militia and TNI violence killed more than a thousand civilians. CAVR later found Kopassus among the units most associated with occupation-era violations from 1975 to 1999. Prabowo had served multiple Kopassus tours in East Timor, including the late-1970s capture of Nicolau Lobato. He was dismissed from the TNI in 1998 and was not in East Timor in 1999. It is not a finding that he uniquely commanded 1999 militias.

Context

Occupation policy sat as parent. Neighbouring 1998 abductions are a different domestic file. He did not sit as CAVR. KPP HAM named institutional TNI responsibility for 1999; he was not the 1999 theatre commander.

The President of Indonesia heads the national executive, appoints Cabinet, and is commander-in-chief of the TNI.
