In 1997–98, Kopassus’s Tim Mawar abducted pro-democracy activists. Nine were later released; thirteen remain missing. Around the May 1998 crisis, the file became public. An Officers Honorary Council (DKP) in August 1998 recommended Prabowo’s dismissal from the TNI. He has admitted operations and denied killings and the fate of the disappeared. It is not a civilian criminal conviction.

Context

He commanded Kopassus then Kostrad. Neighbouring East Timor tours are a different occupation file. He did not sit as Komnas HAM. Subordinates were court-martialled in 1999; he was not a defendant in that courtroom.

The President of Indonesia heads the national executive, appoints Cabinet, and is commander-in-chief of the TNI.
