Identity and office
Ilham Aliyev has been president of Azerbaijan since 31 October 2003. After 2009 there are no consecutive-term limits. After 2016 the term is seven years and a vice-president exists. He remains commander-in-chief. He does not sit as a Hague judge.
The constitutional file is rotation’s end. On 18 March 2009 a referendum removed the two-consecutive-term limit. On 26 September 2016 a referendum created a seven-year term and a vice-presidency. On 21 February 2017 he appointed Mehriban Aliyeva first vice-president (president.az (opens in a new tab)). She has no Factrail page on this run. Heydar Aliyev has no Factrail page on this run.
The Karabakh file is one driver. On 27 September 2020 Azerbaijan opened the 44-day war. On 10 November 2020 Aliyev, Nikol Pashinyan, and Vladimir Putin signed a trilateral statement: ceasefire at 00:00 Moscow time, a district-return calendar, Russian peacekeepers, and the Lachin corridor (president.az (opens in a new tab)). From 12 December 2022 Lachin was blocked. On 22 February 2023 the ICJ ordered unimpeded movement of persons, vehicles, and cargo along Lachin in both directions (ICJ Order (opens in a new tab)). On 19–20 September 2023 Azerbaijani forces attacked remaining Armenian-controlled Nagorno-Karabakh. Neighbouring HR issues a thin Union line as Nagorno-Karabakh empties is Borrell’s row; this page does not duplicate it. On 28 September Artsakh leadership signed a dissolution instrument. Samvel Shahramanyan is unresolved. Ethnic Armenians left; UNHCR and ICRC recorded the flight; numbers are contested. On 17 November 2023 the ICJ ordered safe return of those who left after 19 September 2023, safe departure of those who remained, and protection of identity and property records (ICJ Order (opens in a new tab)).
The 2024 ballot closed the loop. On 7 February 2024 a snap election returned 92.12 percent official, with nationwide polling including Karabakh. ODIHR’s final report of 27 February 2025 found no genuine alternatives and count-and-report concerns.
Vladimir Putin co-signed 10 November 2020. Ursula von der Leyen signed the 18 July 2022 energy memorandum in Baku.
Documented benefits
The offsets that a commissioned-positive portrait would lead with are real only where dated. TAP first gas and the 2022 MoU diversified Union supply. They are not a moral clearance for Lachin or for September 2023. This page does not invent a reconstruction halo to balance the flight.
Contributions and limits of responsibility
He ordered, signed, or certified the instruments on this page. The MoD, CEC, and SOCAR executed. The ICJ and ODIHR did not. Sharing execution with Turkey’s sensors or with Russian peacekeepers is not a reason to drop the row. It is a reason not to treat every contested death total as a personal homicide coefficient from 27 September 2020.
Causal chain through facts
2009, 2016, and 2024 weaken electoral integrity. Karabakh 2020–2023+ strengthens nagorno-karabakh-war — one driver, not Ukraine, not territorial-revisionism. The 2023 flight also strengthens forced-displacement-scale. Civic space carries media-capture neighbourhoods that would otherwise pollute the Glavlit media-freedom row. He connects to those mechanisms only through dated facts, not as a tag on a personality.
What the score does not say
This page does not promise an exact number. Direction on this chain is negative: the documented instruments close rotation, empty a remaining Armenian population, and sell gas as partnership. A later genuine election, a completed safe-return instrument, or a measured series that can be argued as a consequence of these instruments would be a different fact with a different date. Nikol Pashinyan, Mehriban Aliyeva, Heydar Aliyev, and Samvel Shahramanyan remain names on this file, not invented biographies.
