Net harmfulFormula-derived score

The through-line is a Velvet opening that then signed the 10 November 2020 Karabakh ceasefire and received the 2023 flight of more than 100,000 people Aliyev’s force emptied. A living premier is scored on those instruments, not as Khankendi’s police or a unique homicide convict. The largest negative contribution to the formula-derived score is “Pashinyan, Aliyev and Trump sign the Washington declaration on a peace process and TRIPP” (2025).

Editorial assessment (context, not the score)

The heaviest documented costs sit on one Karabakh driver, not on a personality adjective.

First, a signed freeze that recorded territorial loss. On 10 November 2020 he signed, with Ilham Aliyev and Vladimir Putin, the statement that ended forty-four days and returned surrounding districts. He did not open the 27 September offensive. Aliyev’s war-start remains Aliyev’s military authorship. The signature is Pashinyan’s. This is nagorno-karabakh-war, already minted on Aliyev’s page. This run does not mint a second NK war. It is not Ukraine and not territorial-revisionism.

Second, a mass flight he received. After the 19–20 September 2023 operation, ethnic Armenians left Nagorno-Karabakh. UNHCR, ICRC, and the Armenian migration service recorded the flight. Numbers are contested — commonly more than 100,000; Baku disputes “ethnic cleansing.” This page does not invent a Factrail headcount and does not treat Aliyev’s offensive as Pashinyan’s authorship. The receiving premier still owns reception on his watch.

The offsets are also dated. Parliament elected him on 8 May 2018 after a peaceful protest that forced Sargsyan out. On 8 August 2025 he signed a Washington declaration with Aliyev, witnessed by Trump: a peace-process text and TRIPP, not completed rails and not a ratified treaty. On 7 June 2026 Civil Contract won a certified majority; OSCE described a genuine choice under foreign pressure. He does not hold two-thirds for a constitutional amendment.

Confidence is high on the National Assembly vote, the trilateral text, UNHCR-neighbourhood flight, the Washington declaration, and the CEC certificate, and medium where later TRIPP construction and a missing two-thirds amendment sit between Yerevan and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Nikol Pashinyan has been prime minister of Armenia since 8 May 2018. Civil Contract won a third-term majority on 7 June 2026. The National Assembly can still unseat him. He does not command Azerbaijani units and does not police Khankendi.

The Karabakh file is one driver, already minted on Ilham Aliyev. This page reuses it. It does not mint a second Nagorno-Karabakh war. It does not hang 2020 or 2023 on territorial-revisionism. It does not attach him to ukraine-war as a co-belligerent.

On 10 November 2020 he signed, with Aliyev and Vladimir Putin, the trilateral statement: ceasefire at 00:00 Moscow time, a district-return calendar, Russian peacekeepers, and the Lachin corridor (president.az (opens in a new tab)). The war-start of 27 September 2020 is Aliyev’s command row. Pashinyan’s owned instrument is the signature. Protests in Yerevan called him a traitor. That weather is not a unique homicide conviction.

From 24 September 2023 ethnic Armenians left Nagorno-Karabakh after the 19–20 September operation. UNHCR and ICRC recorded the flight. Independent reporting used “more than 100,000” (Reuters (opens in a new tab)). Baku disputes “ethnic cleansing.” This page quotes the contest. It does not invent a headcount. Aliyev commanded the offensive. Pashinyan ran reception in the receiving state.

Ilham Aliyev is live. This run references him. It does not rewrite his page. Vladimir Putin co-signed 10 November 2020.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. On 8 May 2018 the National Assembly elected him 59–42 after weeks of protest forced Serzh Sargsyan to step down (BBC (opens in a new tab)). Sargsyan is named as an unresolved person candidate. This run does not mint a page for him. A peaceful parliamentary transfer is capacity for peaceful transfer of power, not a rebate of 2023.

On 8 August 2025 in Washington he signed, with Aliyev, a joint declaration witnessed by Donald Trump: initialing of a peace-agreement text, a connectivity framework named TRIPP, not completed rails and not ultimate ratification (Reuters (opens in a new tab)). Donald Trump is the live host. A declaration is not trains.

On 7 June 2026 Civil Contract won a certified parliamentary majority. Reuters recorded about 49.8 percent with all stations counted, enough for a majority, short of two-thirds for a constitutional referendum. OSCE described a genuine choice under foreign pressure, including Russian trade measures. A certificate is procedure. It is not two-thirds.

Contributions and limits of responsibility

He signed 10 November 2020. He received the 2023 flight. He did not order Baku’s 27 September 2020 opening or the 19 September 2023 operation. Sharing a table with Aliyev and Trump is not a reason to drop those rows. It is a reason not to treat every contested death total as a personal homicide coefficient.

Causal chain through facts

8 May 2018 strengthens capacity for peaceful transfer of power. 8 August 2025 is a peace-process instrument on the same Karabakh file, not completed rails. 7 June 2026 is an electoral certificate under pressure. He connects to those mechanisms only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on the Karabakh cluster is negative: a signed freeze that recorded loss, and a mass flight he received. Velvet and later certificates are real offsets on their own dates. A later ratified peace treaty, a completed TRIPP, or a two-thirds amendment would be a different fact with a different date. Serzh Sargsyan, Robert Kocharyan, and Samvel Karapetyan remain names on this file, not invented biographies.
