Editorial assessment (context, not the score)

The file after 20 January 2009 is not a civic saint and not a single hope footnote. The heaviest documented costs are the Afghanistan surge, Libya 2011, NSA bulk collection documented after Snowden, a Syria red-line then no-strike, Guantánamo still open, Fast and Furious as an Inspector General finding, record ICE removals, the sequester, and a CDC opioid-death print. Those rest on force orders, OMB sequester math, DHS yearbooks, and contemporaneous wires. The live composite is formula output from those paths plus ARRA, the ACA, Dodd-Frank, DACA, Paris, and measured coverage and unemployment prints; this paragraph is not the score.

The offsets are also dated: Lilly Ledbetter, ARRA, auto restructuring, ACA, Dodd-Frank, Fair Sentencing, DACA, Cuba, JCPOA, CPP, TPP as a signature, Paris, and BLS and Census prints. Pelosi, Reid, Biden, Holder, Napolitano, Kerry, EPA, and Congress share several files.

He does not sit as Fed chair and he does not write a circuit opinion. Confidence is high on enrolled statutes, depositary instruments, and OMB sequester orders, and medium where lag, NATO partners, FISC, and later presidents sit between a signature and a welfare series. He is not president as of August 2026.

The power he actually held

Barack Obama was the 44th President of the United States from 20 January 2009 to 20 January 2017. Article II gives him the veto, command of the armed forces, and the appointment power. It does not give him a personal statute, a personal federal funds rate, or a personal circuit opinion. Congress enacts. The Fed sets rates. States run Medicaid and elections. Courts enjoin. Later presidents repeal, stay, or continue. He is not president as of August 2026. Donald Trump holds the office from 20 January 2025. Joe Biden was president 2021–2025.

That limit is the first fact. The second is that ARRA, the ACA, Dodd-Frank, DACA, Paris, Libya, and an NSA file still move welfare. Official carriers include the Obama White House archives, Congress.gov enrolled texts such as H.R. 3590 (opens in a new tab), State Department JCPOA pages, OMB sequester reports, BLS, Census, CDC, EIA, and contemporaneous Reuters and BBC reporting.

What went wrong, and what is proven

participation in a NATO campaign under UNSCR 1973. He did not sit as every allied cockpit. Residual Afghanistan force, 6 July 2016 left thousands of U.S. troops in place after an “end of combat” brand.

Drone PPG, 23 May 2013 is a completed targeting instrument outside declared theatres.

NSA after Snowden, June 2013 is a completed disclosure of bulk collection under statutes and FISC orders his administration used. Fast and Furious, September 2012 is a completed DOJ Inspector General finding of a flawed ATF operation; he did not sit as a Phoenix group supervisor. ICE removals, FY2012–13 are a completed interior-and-border removal peak. Budget Control Act, 2 August 2011 and the 1 March 2013 sequester are completed fiscal-contraction instruments he signed and then had to order. CDC opioid deaths, 2016 is a completed overdose print; prescribers, manufacturers, and states share the epidemic. Shale oil, 2013 is a completed EIA production print under all-of-the-above energy weather. CPP stay, 9 February 2016 is a completed Supreme Court stay. DAPA blocked, 23 June 2016 left a nationwide injunction in place after a 4–4.

What improved, and how far

Lilly Ledbetter, 29 January 2009 is a completed first enrolled statute. ARRA, 17 February 2009 is a completed stimulus he signed; CBO and the Fed share later series. The ACA — also the instrument readers mean by ACA — is Public Law 111-148, signed 23 March 2010; Pelosi’s House and a Senate text share authorship. Dodd-Frank, 21 July 2010 is a completed financial statute. Fair Sentencing Act, 3 August 2010 cut the crack/powder ratio; it did not empty every cell that week.

DACA, 15 June 2012 is a completed Napolitano memo, not a statute. Clemency, 19 January 2017 is a completed commutation stock, including a last-day batch. Cuba opening, 17 December 2014 is a completed diplomatic instrument. DAPA attempt, 20 November 2014 is stored as the memo, separate from the later block. Clean Power Plan, 3 August 2015 is a completed EPA rule. TPP, 4 February 2016 is a completed signature; the Senate did not consent — store as signature, not law. Paris entry, 3 September 2016 is a completed depositary act with China that day. Uninsured print, 2016 and unemployment print, January 2017 are completed statistical instruments, not unique same-day miracles from one signature.

Shared responsibility, and what the score does not say

Pelosi still scheduled. Reid still whipped. Biden still sat as vice president. Clinton still ran State for Libya’s first year. The Fed still set rates. FISC still signed. NATO still flew. Texas still sued. The Supreme Court still stayed. Treating Obama as unique author of every later premium, or as a bystander on drones, would be the same error in opposite directions.

The score does not say that every later uninsured person is a unique ACA coefficient from 23 March 2010. It does not say that TPP became law. It does not convert a 2013 red-line into a unique later barrel of sarin he uniquely authored or uniquely prevented. It does not treat an Inspector General finding as a completed personal firearms conviction. Confidence is high on enrolled texts, depositary instruments, and OMB orders, and medium where lag, allies, and later presidents sit between a signature and a welfare indicator.

Related people are ticket-mates, House and Senate counterparts, and foreign counterparts who actually shared files: Biden, Michelle Obama, Clinton, Trump, Harris, Pelosi, Merkel, Putin, Xi, Netanyahu, von der Leyen, Macron, Zelenskyy, Vance.

A president is powerful enough to own those statutes and those force files. He is not powerful enough to be the unique author of Congress, the Fed, or a later president’s repeal, and the catalog keeps that line visible. Keep 23 March 2010 off a 2016 Census print. Keep DACA off DAPA. Keep a surge off residual troops. Keep a TPP signature off a ratification that did not sit. If those distinctions feel pedantic, they are the alternative to a Nobel halo and the alternative to a cartoon.

He is not president now. A 2009 oath is not a 2025 tariff. A Paris entry is not a 2025 withdrawal. Readers who want only hope will miss Libya. Readers who want only drones will miss the ACA. Dates first.
