On 4 November 2020 Prime Minister Abiy announced a federal ‘law enforcement operation’ in Tigray after the TPLF attacked the ENDF Northern Command. Federal forces moved on Mekelle.

Context

The TPLF had held a regional election the federal government called illegal. He is de facto commander-in-chief. The general staff wrote the plan. He did not write an OHCHR report.

The communications blackout is the same-week siege instrument stored separately. Pretoria is November 2022.

The prime minister of Ethiopia is chief executive under the 1995 constitution as amended, chairs the Council of Ministers, and commands the ENDF in practice. He does not write AU Assembly resolutions, OHCHR investigation reports, IMF board decisions, or Somali federal statutes.

Why it matters

The path is forced displacement and humanitarian access: a completed interstate-scale internal campaign produced flight, siege, and later documented killings. It is not a finding that every later Tigrayan statute was authored in Addis.

He ordered the operation as prime minister. The ENDF executed. The TPLF had attacked the Northern Command. Eritrean entry is a neighbouring file.

What the sources establish

Office of the Prime Minister of Ethiopia carries the official instrument or communique. Reuters records the same dated act independently.

Established: a 4 November 2020 prime-ministerial announcement of a federal military operation in Tigray, independently reported.

Not established: a unique first-week death coefficient, or that the TPLF attack never occurred as a neighbouring trigger.

The ENDF executed. The TPLF had attacked the Northern Command. Eritrean entry is a neighbouring file.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Abiy announces a law-enforcement operation in Tigray after the Northern Command attack, not a later speech about Abiy announces a law-enforcement operation in Tigray after the Northern Command attack.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He ordered the operation as prime minister. The ENDF executed. Eritrean entry is a neighbouring file. That limit is the alternative to treating office-holding as authorship of every later series.

The EHRC–OHCHR joint investigation records that Tigray Special Forces and allied militia attacked the ENDF Northern Command on 3 November 2020 and that, on 4 November, the federal government announced a military operation against the TPLF and its forces. It says the ENDF, Amhara Special Forces and allied militia, and Eritrean Defence Forces then began a military offensive in Tigray. The report found widespread violations and abuses by all parties during the period it investigated. Abiy Ahmed headed the federal government that announced the operation.
