On 24 March 2022 the federal government announced an indefinite humanitarian truce to allow aid into Tigray after famine warnings. The TPLF later said it would also observe a cessation.

Context

The PMO announced. Aid agencies still needed access. Fighting later resumed before Pretoria. He owned the announcement. He did not drive every truck.

Pretoria in November is the later comprehensive cessation. The blackout is 2020.

The prime minister of Ethiopia is chief executive under the 1995 constitution as amended, chairs the Council of Ministers, and commands the ENDF in practice. He does not write AU Assembly resolutions, OHCHR investigation reports, IMF board decisions, or Somali federal statutes.

Why it matters

The path is humanitarian access and food-price pressure: a completed truce is an attempted aid opening after siege. It is not Pretoria and it is not a finding that famine ended that week.

What the sources establish

Office of the Prime Minister of Ethiopia carries the official instrument or communique. Reuters records the same dated act independently.

Established: a 24 March 2022 federal humanitarian-truce announcement for Tigray, independently reported.

Not established: that aid then reached every woreda, or a unique later mortality coefficient from that day.

Aid agencies still needed corridors. The TPLF later reciprocated in part.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The federal government announces a humanitarian truce in Tigray, not a later speech about The federal government announces a humanitarian truce in Tigray.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He announced the truce. Aid agencies still needed corridors. The TPLF later reciprocated in part. That limit is the alternative to treating office-holding as authorship of every later series.
