On 3 November 2021 the UN Human Rights Office and the Ethiopian Human Rights Commission published a joint investigation finding reasonable grounds that all parties to the Tigray conflict — including federal and Eritrean forces and Tigrayan forces — committed war crimes and, in some cases, crimes against humanity.
Context
OHCHR and EHRC wrote the report. Abiy’s government was a party under investigation and a co-mandate holder via EHRC. Allegation in a joint report is not a verdict. Command of ENDF still sits with his government. Axum and other named massacres are inside this finding, not separate cartoons.
The offensive and blackout are 2020. Pretoria is 2022.
The prime minister of Ethiopia is chief executive under the 1995 constitution as amended, chairs the Council of Ministers, and commands the ENDF in practice. He does not write AU Assembly resolutions, OHCHR investigation reports, IMF board decisions, or Somali federal statutes.
Why it matters
The path is protection of civilian rights and humanitarian access: a completed joint finding of war crimes is an accountability record about a war his government prosecuted. It is not a unique named homicide verdict against him.

What the sources establish
UN Human Rights Office carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 3 November 2021 OHCHR–EHRC joint report finding reasonable grounds for war crimes and crimes against humanity by multiple parties in Tigray.
Not established: a completed ICC conviction of Abiy, or a unique total-death coefficient printed in that report as his personal count.
OHCHR and EHRC wrote it. Eritrean and Tigrayan forces are also named. A report is not a conviction.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies OHCHR and EHRC publish a joint investigation on Tigray atrocities, not a later speech about OHCHR and EHRC publish a joint investigation on Tigray atrocities.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to His government prosecuted the war the report examined. OHCHR and EHRC wrote it. A report is not a conviction. That limit is the alternative to treating office-holding as authorship of every later series.
