On 17 December 2021 the UN Human Rights Council adopted a resolution establishing the International Commission of Human Rights Experts on Ethiopia (ICHREE) after the OHCHR–EHRC joint report. Addis later rejected the commission.

Context

The Council voted. His government was the territorial state under investigation and opposed the mandate. He did not sit as a Council delegate. ICHREE later reported further findings. A mandate is not a verdict.

The prime minister of Ethiopia is chief executive under the 1995 constitution as amended, chairs the Council of Ministers, and commands the ENDF in practice. He does not write AU Assembly resolutions, OHCHR investigation reports, IMF board decisions, or Somali federal statutes.
