In August 2021 Qatar used its Doha Taliban political office to help run evacuation diplomacy and later the remaining Kabul airport channel after the US withdrawal. Tamim’s government was a principal intermediary.
Context
The US asked. The Taliban office had sat in Doha for years. He owned the channel. He did not command US aircraft. Later recognition questions are neighbouring.
Hamas Doha office is a different political-office file.
The emir of Qatar is head of state and, in practice, of government under the 2004 constitution as applied. He does not write FIFA statutes, UN Security Council resolutions, Hamas military orders, or ILO conventions by himself.
Why it matters
The path is humanitarian access and forced-displacement: a completed airlift-support channel moved people out of Kabul. It is not authorship of the Taliban victory.

What the sources establish
Amiri Diwan of Qatar carries the official instrument or communique. Reuters records the same dated act independently.
Established: August 2021 Qatari facilitation of Kabul evacuation and Taliban talks, independently reported.
Not established: that Qatar caused the Afghan collapse, or a unique later refugee coefficient as his count.
The US and allies flew. The Taliban took Kabul. He did not order the takeover.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Qatar helps run the Kabul airlift and Taliban political channel, not a later speech about Qatar helps run the Kabul airlift and Taliban political channel.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He owned the Doha channel. The US and allies flew. The Taliban took Kabul. He did not order the takeover. That limit is the alternative to treating office-holding as authorship of every later series.
