Afghanistan Taliban rule (2021+)
Afghanistan Taliban rule (2021+) is one continuing command mechanism: the Taliban’s seizure of Kabul on 15 August 2021, the Islamic Emirate’s decrees on girls’ secondary and university education, women’s employment and movement, and the UN’s recorded humanitarian and rights collapse under that rule. Its strongest welfare pathway: it strengthens People Internally Displaced by Conflict and Violence (IDMC), a worse welfare reading.

What this driver is
Afghanistan Taliban rule (2021+) is one continuing command mechanism: the Taliban’s seizure of Kabul on 15 August 2021, the Islamic Emirate’s decrees on girls’ secondary and university education, women’s employment and movement, and the UN’s recorded humanitarian and rights collapse under that rule. It is a mechanism, not a tourism brochure and not a 1918–45 territorial-revisionism row. It is not the Ukraine war.
The driver is not “forever war” as a mood and not a single suicide bombing. Neighbouring mechanisms — humanitarian-access, civic-space, terrorist-activity — can move with this file. They do not replace it. An airport Abbey Gate attack is a dated neighbour. A World Bank grant is a finance neighbour. This node is Taliban rule after 2021: edicts, exclusion of women and girls from public life, and the end of the Islamic Republic.
It applies to Afghanistan from 15 August 2021 through successive Ministry for the Propagation of Virtue edicts and UNAMA reports. It is not the 1996–2001 emirate as a second driver, though the same movement returned.
The legal neighbourhood is UNAMA human-rights reporting, Human Rights Council texts, Security Council travel and asset measures, and the Taliban’s own decrees as published. A speech that calls the takeover a “peace” does not change the mechanism. Unique death or enrolment integers stay on named UNAMA or UNESCO products; they are not invented here.
Mechanism
The rule moves welfare through named channels.
First, the 15 August 2021 seizure. Afghan Republic forces collapsed. The president left. Taliban fighters entered Kabul. The Islamic Republic ended that day. This page does not invent a unique evacuation integer.
Second, girls’ education bans. Secondary schooling for girls was blocked from September 2021 in practice and then by nationwide edict; university education for women was banned in December 2022. Those are dated decrees. UNESCO and UNAMA record the exclusion. This page does not invent a unique out-of-school coefficient as Contribution.size.
Third, women’s work and movement. Virtue-ministry edicts restricted employment, mahram rules, and public presence. UNAMA documented corporal punishment and media controls. Those are rights harms on this driver, not a Soviet civic-space twin.
Fourth, humanitarian collapse under edicts. Drought and frozen assets are neighbours. Taliban controls on female aid workers reduced access. Humanitarian-access is the neighbouring driver for truck counts. This node stores the edicts that caused that reduction.
Fifth, command. Haibatullah Akhundzada is unresolved. He is not minted. Sharing execution with the Haqqani network does not move authorship off the emirate. It is a reason not to mint every minister.
Timing is days for a decree and years for a cohort of girls with no secondary school. A later dated reopening of secondary schools for girls would be a new fact. It would not rebate 15 August 2021.
Evidence base
The best evidence is UNAMA reports plus Taliban edicts as recorded by UN and independent outlets.
UNAMA human-rights reports after August 2021 are the public record (https://unama.unmissions.org/ (opens in a new tab)). Reuters and AP recorded the 15 August 2021 fall of Kabul the same day. UNESCO and the UN recorded the December 2022 university ban.
This page does not invent a unique civilian-death total for 2021, a unique enrolment size, or Contribution.size from a World Bank frozen-asset figure. Where UNAMA prints a count, quote the report date.
Evidence is strongest for the dated fall of Kabul and a published edict. It is weaker for any unique first-week death coefficient. It is weakest where an amnesty slogan is asked to rebate a nationwide girls’ school ban.
Effect on welfare indicators
This driver, when edicts run, is a first-order channel into education and civic-space neighbours and a second-order channel into survival where access collapses.
- People internally displaced by conflict and violence (IDMC): direction mixed after August 2021 as fighting fell but edicts and poverty kept people moving. Confidence: medium.
- Global deaths from organized violence (UCDP): direction lower battle deaths after the Republic collapsed, higher if ISKP or later campaigns intensify. Confidence: medium. This page does not treat the 2021 collapse as a peace dividend that rebates edicts.
Missing coefficients stay missing. The welfare sign of the edicts on girls’ education and women’s public life is negative. Treating 15 August as a completed peace is the opposite of a nationwide secondary-school ban.
Interactions and contested points
The mechanism interacts with humanitarian-access and terrorist-activity when a female-staff ban and an ISKP attack sit in the same year. Reinforcement is obvious. Offsetting is the claim that corruption ended or that opium bans prove virtue. Those can be stored as neighbours. They do not cancel December 2022.
The strongest competing view is that 2021 ended the war and restored sovereignty. Fighting among Republic units ended. Edicts against women and girls began. This driver stores both.
A second competing view is that this is ukraine-war or territorial-revisionism. It is not.
Established: 15 August 2021 fall of Kabul; girls’ secondary and December 2022 university bans; UNAMA’s post-2021 rights record. Not established: a unique death total or that an opium edict reopened schools. A later dated reopening of girls’ secondary schools would be a new fact. It would not hang this driver on 1918–45.
