Context
Al Jazeera is state-linked. He refused the demand as emir. The blockade is the parent. HRW and RSF treat both the demand and Qatari domestic press limits as problems. He did not personally edit every bulletin.
The blockade is 5 June. Al-Ula ends the demand cluster.
The emir of Qatar is head of state and, in practice, of government under the 2004 constitution as applied. He does not write FIFA statutes, UN Security Council resolutions, Hamas military orders, or ILO conventions by himself.
Why it matters
The path is democratic resilience mixed: refusing a foreign demand to shut a network preserved a regional information source and a state-linked editorial machine. Domestic limits remain.

What the sources establish
Amiri Diwan of Qatar carries the official instrument or communique. Reuters records the same dated act independently.
Established: June 2017 four-state demand to shut or curb Al Jazeera, with Qatari refusal, independently reported.
Not established: that Al Jazeera was a fully independent editorially, or a unique later Arab public-sphere coefficient.
The four issued it. Al Jazeera editors run the channel. He did not write every package.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The four blockading states demand Qatar shut or curb Al Jazeera, not a later speech about The four blockading states demand Qatar shut or curb Al Jazeera.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He refused the demand. The four issued it. Al Jazeera editors run the channel. He did not write every package. That limit is the alternative to treating office-holding as authorship of every later series.
