On 16 April 2019 Qatar held Central Municipal Council elections in which women voted and stood. Tamim’s emirate owned the limited elected body.

Context

The CMC is a municipal advisory body. He did not create a competitive national legislature. Some women won seats in this and neighbouring cycles. A municipal poll is not a constitution.

Accession 2013 is dynastic. Labour-law 2020 is a different rights file.

The emir of Qatar is head of state and, in practice, of government under the 2004 constitution as applied. He does not write FIFA statutes, UN Security Council resolutions, Hamas military orders, or ILO conventions by himself.

Why it matters

The path is democratic resilience in a thin municipal sense and minority-rights representation: a completed poll with women standing is a representation instrument, not a parliamentary revolution.

What the sources establish

Amiri Diwan of Qatar carries the official instrument or communique. Reuters records the same dated act independently.

Established: April 2019 CMC elections with women voting and standing, independently reported.

Not established: that the Shura Council became an elected parliament, or a unique later turnout coefficient as democracy.

Voters and candidates participated. It is not a national legislature.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Qatar holds Central Municipal Council elections with women voting and standing, not a later speech about Qatar holds Central Municipal Council elections with women voting and standing.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He owned the emiri framework for the CMC. Voters and candidates participated. It is not a national legislature. That limit is the alternative to treating office-holding as authorship of every later series.
