On 5 June 2017 four Arab states cut diplomatic and transport links with Qatar. Tamim’s government was the target, not the author.

Context

He did not order the blockade. Turkey and Iran provided corridors. Dairy and airlift improvisation followed. Households met shortages. Authorship sits with the four; survival costs sit here as complex.

Al-Ula 2021 ends it. MBZ’s row stores authorship.

The emir of Qatar is head of state and, in practice, of government under the 2004 constitution as applied. He does not write FIFA statutes, UN Security Council resolutions, Hamas military orders, or ILO conventions by himself.

Why it matters

Authorship is neighbouring.

What the sources establish

Amiri Diwan of Qatar carries the official instrument or communique. Reuters records the same dated act independently.

Established: a 5 June 2017 four-state rupture against Qatar, independently reported, which Tamim’s government had to manage.

Not established: that he caused the blockade, or a unique later GDP coefficient from that morning as his authorship.

The four imposed the rupture. Turkey and Iran opened corridors. He did not order the blockade.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Saudi Arabia, the UAE, Bahrain and Egypt cut ties and transport with Qatar, not a later speech about Saudi Arabia, the UAE, Bahrain and Egypt cut ties and transport with Qatar.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He managed the target state. The four imposed the rupture. Turkey and Iran opened corridors. He did not order the blockade. That limit is the alternative to treating office-holding as authorship of every later series.
