Croatia joins euro area and Schengen free-travel zone

Adoption of the euro in Croatia

The country adopted the euro and removed routine land-border checks with other Schengen members on the first day of 2023.

Report

Croatia adopted the euro and joined the Schengen Area on 1 January 2023, completing two major stages of European Union integration on the same day. The euro replaced the kuna at a fixed conversion rate, while routine checks were removed at Croatia's internal land and sea borders with other Schengen countries.

Euro adoption followed convergence assessments, EU decisions and extensive preparation by banks, businesses and public agencies. A dual-circulation period allowed cash conversion, and consumer-protection rules required prices to be displayed in both currencies. Entry did not guarantee that every price would remain unchanged or make Croatia responsible for all euro-area monetary decisions.

Schengen participation concerns movement across participating states and common management of external borders. It is not the same as EU membership, which Croatia had held since 2013, or the euro, which some Schengen countries do not use. Air-border checks moved to the new system later because airline schedules changed seasonally.

EU and Croatian legal records establish the admission dates and conversion terms. Border policing, asylum obligations and customs controls on goods follow distinct rules, so “border-free” does not mean that every check or law disappeared.

This News item records two coordinated institutional transitions while preserving their separate legal bases. Later inflation, tourism and migration outcomes require data and cannot be attributed automatically to the first day. The milestone placed Croatia inside both the EU's common currency and its principal passport-free travel area.
