Ahmed al-Sharaa appointed Syria's transitional president

Ahmed al-Sharaa

The former opposition commander received authority for an interim phase as armed factions announced dissolution of the old constitution and institutions.

Report

Ahmed al-Sharaa was appointed president of Syria for a transitional period on 29 January 2025 at a meeting of armed factions in Damascus. The announcement also suspended the 2012 constitution, dissolved the former parliament and Baath Party, and said military factions would be integrated into state institutions.

Al-Sharaa had led Hayat Tahrir al-Sham, the principal force in the offensive that ended Bashar al-Assad's rule. The organization evolved from al-Qaeda's former Syrian affiliate and remained under terrorism designations in several jurisdictions. His new office did not erase that history or automatically resolve international sanctions.

The appointment was not the product of a national election or a fully inclusive constitutional convention. Transitional authorities promised a political process, elections and a new constitution, but timelines and participation required later evidence. Minority protections and accountability for abuses remained central concerns.

Effective control over Damascus and recognition by other states are separate from democratic legitimacy. Other armed and political actors, including Kurdish-led authorities, controlled territory or retained independent structures.

Official transitional statements establish the appointment and accompanying institutional changes. This item records the interim allocation of authority, not completion of Syria's transition. It avoids calling al-Sharaa an elected president while accurately reflecting the office exercised by the new national leadership.
