Editorial assessment (context, not the score)

The file is not a rehabilitation halo and not a cartoon of a single kunya. The heaviest documented costs that are his are HTS’s Idlib security methods, a constitutional declaration that concentrates appointment power, 2025 Sweida fighting, and coastal-minority violence that UN and rights groups reported and that remains, on this page, reporting-plus-allegation where no completed high court judgment names him as the convicted killer. Those rest on HTS/SSG practice, the 2025 declaration, Reuters, HRW, and UN. The live composite is formula output from those paths plus Assad’s fall, an announced faction dissolution, an SDF text, and 2026 US list removal; this paragraph is not the score.

The offsets are dated. Damascus 8 December 2024 ended a 50-year Baath presidency. A January 2025 appointment and a 2026 US delisting are completed diplomatic-security instruments. He does not sit as a US secretary of state and he does not write a Turkish parliament statute. Confidence is high on the 29 January appointment and the 8 December collapse, and medium where HTS cadres, SNA factions, and SDF commanders sit between a signature and a welfare indicator.

Expert analysis

Two periods, one person

Ahmed al-Sharaa has been Syria’s transitional president since 29 January 2025. The Victory Conference appointed him. A March 2025 constitutional declaration replaced the 2012 text and set a five-year transition. He is not the author of a UN Security Council resolution and he is not, by office, every former HTS checkpoint.

Keep the periods. Nusra 2012, the 2013 ISIS break, HTS 2017, and SSG rule are dated. 8 December 2024, 29 January 2025, and 2026 list removal are dated.

Costs on the record

HTS and its predecessors ran detention and hisba in Idlib; HRW and UN investigators documented abuses. Store those as oversight clusters, not as a completed personal homicide verdict for every file. The 2018 US HTS designation is a completed administrative listing, not a trial. The March 2025 constitutional declaration concentrates appointment of ministers, judges, and a third of parliament. Sweida 2025 fighting killed large numbers by UN count; he is president of the forces involved, not every named shooter. Coastal Alawite killings are stored as reported incidents: allegation and UN/rights reporting, not a completed conviction.

The November 2024 offensive that took Aleppo then Damascus is a completed war of movement with civilian-harm risk. Neighbouring Assad prisons opening is a mixed humanitarian path stored separately.

Gains on the record

8 December 2024 ended Assad’s presidency; al-Sharaa headed the coalition that entered Damascus. 29 January 2025 is the completed appointment. Announced HTS dissolution and faction integration is a completed political decision, not a finding that every gun vanished. The SDF integration agreement is a completed text with a later 2026 military sequel. A 2025 White House meeting and 2026 US terrorism-sponsor-list removal are completed diplomatic instruments. Kurdish-language recognition is a completed decree.

Official carriers include SANA/transitional presidency notices, US Treasury/State designation and delisting pages, UNCOI, and Reuters.

Keep the 2026 instruments on their own dates. On 24 August 2026 the US formally removed Syria from the state sponsors of terrorism list after a 45-day congressional review that began when Secretary of State Marco Rubio notified Congress on 8 July; al-Sharaa did not write the Federal Register notice. On 25 August 2026 Mazloum Abdi announced the SDF’s dissolution after a presidential-palace meeting — a completed integration text, not a finding that every checkpoint vanished that afternoon. A July 2026 Al Jazeera interview in which he discussed a possible Israel security pact is a dated remark, not a signed treaty. Coastal Alawite killings and Sweida remain reporting-plus-allegation where no completed high court judgment names him as the convicted killer. HTS’s Idlib detention record remains a 2017–24 cluster, not a 2026 rebate.

A 2018 FTO listing is not a 2026 jury rebate. An 8 December collapse is not a Sweida amnesty. Keep 2012 and 2025 on separate dates. If those distinctions feel pedantic, they are the alternative to a halo and the alternative to a cartoon.

Shared files and limits

The score does not say that every Idlib detention is a personal assault count. It does not say that a 2026 US delisting unwrote 2012 Nusra. It does not convert a designation into a completed trial. Related people are Assad, Erdoğan, Trump, Putin, Netanyahu, Biden, Macron, Guterres, Sisi, MBZ, Nasrallah, Abbas.
