Liberal Party wins most seats in Canada's federal election

Published Factrail editorial research

2025 Canadian federal election

Mark Carney's Liberals returned to government without an outright majority after a campaign dominated by trade conflict and relations with the United States.

Report

Canada's Liberal Party won the most seats in the federal election on 28 April 2025, allowing Prime Minister Mark Carney to continue in office. The party fell short of a majority in the House of Commons and therefore needed support from other members to pass confidence measures.

The Conservatives increased their vote and seat total but finished second, and leader Pierre Poilievre lost his own constituency. Canada's first-past-the-post system means national vote share and seats do not correspond proportionally, while a leader's local result is separate from the party's national standing.

The campaign was shaped by United States tariffs and President Donald Trump's statements about Canada, along with housing, affordability and public services. Carney presented experience in economic crisis management; voters' choices cannot all be reduced to one external threat.

The governor general had appointed Carney in March after he won the Liberal leadership. The election supplied a parliamentary mandate but did not turn the prime minister into a directly elected president. Final government stability depended on confidence votes.

Elections Canada results establish the plurality. This item records the federal outcome, separate from cabinet formation and later policy. It accurately describes a Liberal victory without calling it a majority government or implying that every announced response to the United States had already been implemented.

The Bloc Quebecois remained concentrated in Quebec and the New Democratic Party lost official party status after major defeats. Those changes affected parliamentary bargaining but should not be folded into the Liberal seat count as if smaller parties were simply absent.
