The power he actually held
Mark Carney has been prime minister of Canada since 14 March 2025. Parliament votes. The Bank sets rates. Provinces certificate pipelines. He is the political principal, not every CMHC clerk.
As of August 2026 he remains in office after a 28 April 2025 minority and an April 2026 majority via floor-crossings.
What went wrong, and what is proven
The sharpest documented costs that are dated and named are the 14 March 2025 carbon-tax kill, effective 1 April, his first act as prime minister after a climate-envoy career; Brookfield-era non-disclosure and the New York redomicile file he carried into the leadership; Section 107 against Air Canada attendants in August 2025; the One Canadian Economy Act that Indigenous groups criticised; the November 2025 Alberta–BC pipeline MOU that cost Guilbeault his cabinet seat; the EV-mandate pause and later rebate swap; the January 2026 China EV-tariff cut; a UAE investment mission under Sudan-weapons weather; civil-service cut weather; April 2026 majority-by-crossing; and the August 2026 US 50-percent rupture. Digital-services-tax repeal sat inside US talks.
What improved, and how far
The Bank of Canada through 2008 and the Bank of England through Brexit night are completed central-bank files, not later partisan scores. The 9 March 2025 leadership, 14 March oath, and 28 April election are completed rotations. Income-tax cut to 14 percent and GST relief for first-time buyers are completed fiscal instruments. Build Canada Homes is a completed agency launch, not 500,000 units. France and the UK, 17 March, Davos 2026, canola relief with Xi, the Groceries and Essentials Benefit, a May 2026 electricity strategy, and the August 2026 Toronto housing loan are dated openings.
Shared responsibility, and what the score does not say
The score does not say that every Brookfield option is a unique later modular-housing coefficient. It does not say that a tax cut rebates a carbon-tax kill. It does not convert a 500,000-unit slogan into a 2026 certificate. Confidence is high on orders in council and certified elections, and medium where blind-trust screens, unbuilt homes, and later tariff series sit between a speech and a welfare indicator.
Related people are counterpart rulers who actually shared files: Trump, Sheinbaum, Starmer, Macron, Merz, von der Leyen, Xi, Modi, Lula, Biden, Vance, Harris.
Official carriers include the Prime Minister’s Office (https://www.pm.gc.ca/ (opens in a new tab)), the Bank of Canada, the Bank of England, and contemporaneous Reuters and CBC.
A prime minister is powerful enough to own those orders. He is not powerful enough to be the unique author of a US tariff schedule, and the dossier keeps that line visible. Keep 14 March 2025 off an 8 October 2008 Bank print. Keep a Davos ovation off a Section 107 order. If those distinctions feel pedantic, they are the alternative to a climate-saint halo and the alternative to a cartoon.
The 2008 Bank file, the 2025 carbon-tax kill, and the 2026 China reset are different dates. Treat them as texts. A 2029 cut is not a completed 40,000-person layoff. He is still prime minister in August 2026. Champagne, Hajdu, the Bank, and Alberta remain on the file so a brand cannot swallow them.
