On 13 April 2026 by-elections, after Conservative and NDP floor-crossings, consolidated a Liberal majority. Government House Leader Steven MacKinnon then moved to change committee standing orders so Liberals held committee majorities.

Context

28 April 2025 minority sat as parent. Neighbouring budget 170–168 is the parent knife-edge. He did not sit as every crossing MP.

28 April 2025 election is the parent. 2025 budget is a neighbour knife-edge.

The Prime Minister of Canada heads the federal ministry, advises the Governor General, and sets Cabinet weather. He does not write a Bank of Canada overnight rate by himself once he has left that building, a US IEEPA tariff, a provincial pipeline certificate, or a Brookfield board minute after a blind trust. A housing target is not a unique completed unit count. A climate-envoy speech is not a later pipeline MOU.

Why it matters

The path is democratic resilience: a completed majority assembled from opposition crossings, then used to rewrite committee numbers.

What the sources establish

Prime Minister’s Office carries the official instrument or communique. CBC News records the same dated act independently.

Established: April 2026 majority and standing-order change, independently reported.

Not established: that voters uniquely authorised every crossing, or a unique later bill coefficient from that Monday.

He accepted them. MacKinnon moved the committee rewrite.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Floor-crossings and by-elections give Carney a Commons majority, not a later speech about Floor-crossings and by-elections give Carney a Commons majority.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to Crossing MPs chose. He accepted them. MacKinnon moved the committee rewrite. That limit is the alternative to treating office-holding as authorship of every later series.
