Editorial assessment (context, not the score)

The file after 2021 is not a civic saint and not a single border footnote. The heaviest documented costs that are hers are the San Francisco truancy prosecutions, opposition to 2010 marijuana legalisation as AG, the 2021 Guatemala ‘do not come’ line, a migration portfolio that sat beside record encounters she did not command at CBP, and a 2024 ticket that lost. Those rest on DA charging policies, AG briefs, White House transcripts, and certified election results. The live composite is formula output from those paths plus Rescue Plan and IRA tie-breaks, the 2012 mortgage settlement, and Senate-era votes; this paragraph is not the score.

The offsets are also dated: 2004 and 2010 elections, the mortgage settlement, the 2016 Senate win, ARP and IRA ties, Respect for Marriage, and the 2024 nomination itself. Biden, the Senate, and state AGs share several files.

She does not sit as Fed chair and she does not write CBP operational orders. Confidence is high on roll-call ties, AG settlements, and the 2024 certificate, and medium where Cabinet departments sit between a vice-presidential speech and a welfare series.

Expert analysis

An excerpt; the full analysis opens on request.

The power she actually held

Kamala Harris was vice president of the United States from 20 January 2021 to 20 January 2025. The Constitution gives the vice president the Senate gavel and succession. It does not make her co-author of every Biden statute. As of August 2026 she holds no executive office.

What went wrong, and what is proven

The SF crime-lab scandal is a completed disclosure failure her office owned a share of.

Guatemala, 7 June 2021 is a completed ‘do not come’ message on a migration assignment. Encounter numbers rose on a border she did not operationally command; store complex. The 2024 ticket lost on 5 November. Gaza as VP is a completed administration line she defended, not a finding that she wrote IDF orders. Kavanaugh 2018 is a completed Senate interrogation that polarised. The 2019 withdrawal from the 2020 primary is a completed campaign end.

What improved, and how far

ARP tie-break, 5 March 2021 and IRA tie-break, 7 August 2022 are completed constitutional votes. The 2012 national mortgage settlement is a completed AG instrument. Senate 2016, DA 2004, AG 2010, and VP 2021 are completed elections. Respect for Marriage 2022 is a completed statute she whipped as VP. Dobbs-era advocacy is a completed political campaign, not a Supreme Court opinion she wrote. The 2024 nomination is a completed party instrument. PACT Act tie-break is a completed veterans-health vote.

Shared responsibility, and what the score does not say

The score does not say that every CBP encounter is a vice-presidential order. It does not say that an IRA vote rebates truancy court. Confidence is high on roll-calls and settlements, and medium where DHS, DOJ, and later CPI series sit between a speech and a welfare indicator.

Related people are Biden, Trump, Vance, Pelosi, Newsom, Walz counterparts if live, von der Leyen, Macron, Zelenskyy, Modi, Guterres, Meloni.

Official carriers include Congress.gov, California DOJ, and the Biden White House archive.

A vice president is powerful enough to own those tie-breaks. She is not powerful enough to be the unique author of a Fed print or of CBP, and the dossier keeps that line visible. Keep 7 June 2021 off an IRA vote. Keep truancy off a historic first. If those distinctions feel pedantic, they are the alternative to a campaign film and the alternative to a cartoon.

The 2004 DA oath, the 2010 AG election, the 2016 Senate win, and the 2021 vice-presidential oath are different offices. Treat them as different charging and voting powers. A parent in truancy court is not a bank in a 2012 settlement. A Guatemala lectern is not a Senate clerk’s roll-call. Biden remains the president on every statute she tied. Schumer’s caucus remains the body that wrote the text. CBP remains the line agency. The Fed remains the rate-setter. Those names stay on the file so a historic first cannot swallow them.

As of August 2026 she is a private citizen. That fact does not unwrite the ties, the settlement, or the 2024 certificate. It also does not convert a lost ticket into a licence to load every later Trump statute onto this page. Keep 5 November 2024 as a completed election. Keep 20 January 2025 as the end of the vice presidency, stored as neighbouring time, not as a second copy of the loss.
