Polish opposition parties win parliamentary majority

Sejm

Three opposition alliances secured enough seats to govern despite the incumbent Law and Justice party remaining the largest single list.

Report

Three opposition groupings won a combined majority in Poland's parliamentary election on 15 October 2023. The Civic Coalition, Third Way and New Left together secured 248 of 460 seats in the Sejm, while the governing Law and Justice party won the most seats as an individual list but lacked coalition numbers.

The election used proportional representation across multi-member districts, so nationwide vote share, seat allocation and largest party are different concepts. Voters also participated in a government-organized referendum, but opposition groups criticized its questions and turnout fell below the threshold for binding effect.

Turnout in the parliamentary vote reached a record level. The campaign addressed cost of living, migration, abortion law, relations with the European Union and concerns over courts and public media. A coalition majority does not imply its three components agreed on every policy.

President Andrzej Duda first asked incumbent Prime Minister Mateusz Morawiecki to try to form a government. After he failed a confidence vote, the Sejm selected Donald Tusk in December. Those constitutional steps meant the opposition did not take office on election night.

The National Electoral Commission's results establish the mandate distribution. This item records the arithmetic that made a change of government possible, while keeping party plurality and governing majority distinct. Coalition agreement, cabinet appointment and policy changes belong to later dates.

The Senate was elected under a different cycle and was not replaced in this vote. Poland's bicameral structure means control of the Sejm is central to government confidence, while legislation can still involve both chambers and a presidential veto.
