The power he actually held
Viktor Orbán was prime minister from 29 May 2010 to 9 May 2026, with an earlier term in 1998–2002. Reuters recorded the ouster; the New York Times recorded Magyar’s 9 May oath. A two-thirds bloc could change the Fundamental Law. That was the first fact about his power. The second is that Union law still bound, which is why recovery money was frozen and why Luxembourg kept finding against Budapest. He does not author the 2026 Tisza government’s files.
What went wrong, and what is proven
The 2015 fence and the criminalisation of cutting it are the original migration instruments. They strengthen migration-policy restrictiveness. Later pushback litigation at the Court of Justice is an official finding, not an NGO mood.
Lex CEU pushed Central European University out of Budapest. Stop Soros criminalised some assistance to asylum seekers. The 2021 child-protection statute banned portrayal of homosexuality to minors and triggered an Article 7 fight. These are statutes. Pegasus reporting named Hungarian journalists and opposition figures; it is a journalistic and data investigation, treated here as an accountability record, not as a criminal verdict.
The Sovereignty Protection Office created a new investigator of “foreign influence”. The Paks II nuclear deal with Rosatom kept a Russian energy lock-in after the invasion. Opposition to budget conditionality is documented in Council minutes and in frozen funds. Teachers’ status law and public-education conflict belong on the same side of the ledger.
The 12 April 2026 election ended the second premiership. Reuters (opens in a new tab) recorded the concession. Magyar kissed hands on 9 May.
What improved, and how far
CSOK housing subsidies and the utility price freeze are real household instruments. Employment gains in the 2010s are measurable. Fast COVID vaccination, including Eastern vaccines, is a public-health instrument with a trust cost.
None of those paths requires the reader to like Fidesz. They require the reader not to pretend that a utility freeze is a court.
Shared responsibility, and what the score does not say
Parliament, the president, media regulators, and Rosatom are not extras. The score does not say that every Hungarian judge is captured. It does not say that family subsidies failed to raise fertility — that claim is not treated as proven. It does not convert a fence into a murder.
Pegasus is labelled as an investigative record because that is what it is. Frozen recovery funds are labelled as a Council act because that is what they are. A reader who wants only the fence, or only CSOK, is asking the graph to do campaign work. The graph will not.
Media regulation from 2010 is not a 2022 event, but it is still the operating environment for later elections that OSCE called uneven. Recording the Media Council as a foundational statute is not “going back to 2010 for padding”. It is naming the machine that later votes ran through. The 2022 wartime emergency on election day sits on top of that machine, not beside it.
