The power he actually held
Charles Michel chaired the European Council from 1 December 2019 to 30 November 2024 after five years as Belgian prime minister. The office drafts conclusions and brokers 27. It does not legislate. Donald Tusk held the chair before him. Ursula von der Leyen ran the Commission beside him. That split is the first fact about his power. The second is that agenda-setting still moves welfare. A president who chairs common debt, candidate status, and a Tunisia deal is not a secretary.
What went wrong, and what is proven
Sofagate on 6 April 2021 is the protocol file. In Ankara he took the only chair beside Recep Tayyip Erdoğan; von der Leyen was left on a sofa. It is a completed seating act, not a rumour of sexism invented later. It weakens the public claim of equal institutional dignity and sits on political polarization inside the Union’s own dual executive.
The Tunisia memorandum of 16 July 2023 is the externalisation file. Cash and cooperation against departures, with Kais Saied’s government as counterpart. Rights groups documented reduced sea access and later abuse of sub-Saharan people in Tunisia. A memorandum is not a regulation. It is still a completed Council-and-Commission act he sponsored as chair.
Belarus border conclusions treated a hybrid operation as a reason to tighten access. Gaza Council splits after 7 October 2023 left humanitarian language thin. Hungary’s December 2023 veto on a 50 billion euro Ukraine envelope delayed the later Facility; he failed to break it in one sitting. Article 7 against Hungary never reached sanctions while he chaired. That stall is a negative act of the body he ran.
In January 2024 he announced he would leave early to lead a Belgian liberal list, then reversed. A mid-mandate threat to the Council calendar is a completed political act. Belgian tax-shift and the CETA Wallonia standoff remain first-premiership files.
What improved, and how far
He chaired the July 2020 bargain that became the Recovery and Resilience Facility. Merkel and Macron supplied the Franco-German push. He put it in conclusions. Temporary protection, Ukraine candidate status, Moldova’s candidate track, and accession talks are collective. So are the Climate Law, conditionality, the oil embargo, and the later Ukraine Facility.
The Versailles declaration and the Strategic Compass are dated rearmament-and-industry texts. A Council gas-price instrument arrived after a lag. Granada restated enlargement. COVID-era travel restriction conclusions are a public-health act with a rights cost recorded on the same ledger as a pandemic-preparedness gain.
Shared responsibility, and what the score does not say
Von der Leyen, Merkel, Macron, Scholz, Viktor Orbán, and Volodymyr Zelenskyy are not extras. A Council conclusion is 27 signatures. Treating Michel as author of Union law, or as a bystander on Tunisia and Sofagate, would be the same error in opposite directions.
The score does not say he invented NextGenerationEU. It does not say Sofagate was an assault. It does not convert a Hungarian veto into his personal theft of Ukrainian funds. Confidence is high on published conclusions and the Ankara seating, and only medium where Commission payment schedules and member-state implementation sit between the chair and a welfare indicator.
