Editorial assessment (context, not the score)

The heaviest costs are the Bruges “garden and jungle” speech, a split Gaza line, Afghanistan 2021, and Sahel missions that ended with juntas. Those rest on a recorded lecture, Council conclusions, and completed withdrawals. They are not rumours of racism invented later, and they are not a finding that he ran a colonial army.

The offsets are official. The European Peace Facility financed lethal support. EUMAM trained Ukrainian troops. He backed temporary protection, candidate status, accession talks, and the oil embargo from the foreign-policy seat. Strategic Compass is a paper with a lag. Kallas inherited the office, not a finished war.

He does not fire HIMARS and he does not sit as a judge in The Hague. Confidence is high on the Peace Facility legal text, the Bruges recording, and the Mali calendar, and only medium where member-state vetoes and national export licences sit between the EEAS and a welfare indicator.

Expert analysis

An excerpt; the full analysis opens on request.

The power he actually held

Josep Borrell was High Representative from 1 December 2019 to 30 November 2024 after sixteen months as Spain’s foreign minister. CFSP remains unanimity-heavy. He owned the EEAS agenda without owning France’s carriers or Germany’s Taurus veto. Ursula von der Leyen assigned the portfolio. Charles Michel chaired the leaders. That split is the first fact about his power. The second is that a training mission, a facility, and a lecture still move welfare.

What went wrong, and what is proven

The Bruges “garden” lecture of 13 October 2022 is the language file. He described Europe as a garden and most of the rest as a jungle that could invade it. It is a completed communication act, not a statute. It sits on political polarization and on how the Union is heard in the Global South. Treating it as a slip of the tongue would be padding. Treating it as a massacre would be the opposite error.

After 7 October 2023 the Gaza line had to speak for a split Council: Hamas condemned, Israel’s right to defend itself restated, humanitarian access thinner than several capitals wanted. Afghanistan 2021 was an EEAS-and-member-state evacuation with local partners left. Mali/MINUSMA and Takuba ended in junta hostility. Mediterranean disembarkation fights continued. Spain’s Guaidó recognition is a first-ministership file with a later collapse of that bet.

What improved, and how far

The European Peace Facility paid for lethal support to Ukraine — a completed Union instrument he shepherded as HR. EUMAM trained Ukrainian troops on Union territory. Temporary protection, candidate status, accession talks, the oil embargo, and the Ukraine Facility are collective. He was in the room as foreign-policy chair, not as Council president.

The Strategic Compass is a dated defence-planning text. Iran JCPOA diplomacy continued after Trump’s withdrawal, with thin delivery. COVID vaccine sharing was a diplomatic line beside Commission contracts. Handover to Kallas is a completed personnel act.

Shared responsibility, and what the score does not say

Von der Leyen, Michel, Volodymyr Zelenskyy, Annalena Baerbock, Viktor Orbán as veto, and member-state defence ministers are not extras. Treating Borrell as author of Union law, or as a bystander on the garden speech and Gaza, would be the same error in opposite directions.

The score does not say he invented the Peace Facility’s legal base alone. It does not say the garden metaphor was a war crime. It does not convert EUMAM into a Ukrainian brigade already in Donbas. Confidence is high on Council decisions and the Bruges recording, and only medium where national armies, export licences, and unanimity sit between the EEAS and a welfare indicator.
