Syrian government and Kurdish-led SDF sign integration agreement

Ahmed al-Sharaa and Mazloum Abdi agreed in principle to integrate northeastern civil and military institutions into the Syrian state.
Report
Syria's transitional president Ahmed al-Sharaa and Syrian Democratic Forces commander Mazloum Abdi signed an agreement on 10 March 2025 to integrate northeastern civil and military institutions into the Syrian state. The text covered border crossings, airports, oil and gas fields and other public institutions.
The agreement affirmed equal citizenship and constitutional rights for Syria's Kurdish community and committed the SDF to support the transitional authorities against threats. It set an end-of-year implementation horizon but left command structure, decentralization and local governance to negotiation.
The SDF is a Kurdish-led coalition that controlled much of northeastern Syria with US support against the Islamic State group. Turkey considers its leading component linked to the PKK and has backed opposing Syrian factions. Those external relationships complicated implementation without making all Kurdish institutions identical to one armed organization.
Signing did not dissolve the SDF or transfer every facility immediately. Local commanders, communities and state agencies had to agree on practical arrangements, and later clashes or delays did not erase the existence of the framework.
The published agreement establishes the commitments. This item records an integration accord, not completed national unity or a final constitution. It keeps the political promise of rights distinct from proof that those rights were realized in institutions and daily life.
The text also called for displaced people to return and rejected attempts to divide Syria. Those commitments speak to national unity, but safe and voluntary return depends on property, security, services and rights that cannot be created by one signature.
