Net positiveFormula-derived score

Still party chair on 5 September 2026 after the 11 December 2025 fall of the GERB-led Zhelyazkov cabinet and GERB’s second-place finish on 19 April 2026. The through-line is repeated premiership cycles priced beside anti-graft protest hinges, not a stability brochure. The largest positive offset is “GERB finishes second as Radev’s Progressive Bulgaria wins a majority” (2026).

Editorial assessment (context, not the score)

The heaviest documented costs sit on three clusters, not on a personality adjective.

First, the 2020 hinge. On 9 July 2020 protests began after a presidency raid. Reuters recorded thousands demanding his resignation and Ivan Geshev’s (Reuters (opens in a new tab)). He refused to quit. The protests ran into 2021 and closed the electoral path of his third cabinet.

Second, the 2025 hinge. A GERB–BSP–ITN minority cabinet under Rosen Zhelyazkov took office on 16 January 2025. POLITICO recorded the largest protests in a decade over a 2026 budget draft; protesters named him and Delyan Peevski. On 11 December 2025 Zhelyazkov resigned (The Guardian (opens in a new tab)). Borissov said he had insisted on the resignation so GERB would not be erased.

Third, the 2026 result. On 19 April 2026 GERB finished second. The BBC recorded Rumen Radev’s Progressive Bulgaria winning a majority and GERB on about 13 percent (BBC (opens in a new tab)). He remains GERB chair.

Confidence is high on the protest start, the resignation date, and the April 2026 order of finish, and medium where later oligarch-census integers sit without a gazette. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Boyko Borissov has led GERB and was Prime Minister of Bulgaria in three completed cabinets between 2009 and 2021. He remains GERB chair on 5 September 2026 after a GERB-led cabinet fell in December 2025 and GERB finished second on 19 April 2026. The party chairmanship gives agenda power over GERB lists and over whether a GERB-led cabinet stays. It does not give him Zhelyazkov’s chair as a second name.

He is not a Ukraine co-belligerent on this catalog. ukraine-war is not minted and is not attached. 2014+/Karabakh/Kosovo/Taiwan events are not hung on territorial-revisionism. Soviet-scope rows are not used as primary homes.

The 2020 file is dated. On 9 July 2020 protests began after prosecutors raided the presidency. Reuters recorded thousands in Sofia and other cities demanding his resignation and Ivan Geshev’s, accusing the third Borissov government of delaying graft investigations. He said he would not step down. The Guardian later recorded weeks of tents and a constitutional-overhaul bid that did not rebate the hinge. Geshev is unresolved.

The 2025 file is dated. On 16 January 2025 Rosen Zhelyazkov’s GERB–BSP–ITN minority cabinet took office after GERB finished first in October 2024. POLITICO recorded that in late November and early December 2025 the government withdrew a 2026 budget draft after the largest protests in a decade; demonstrators named Peevski and Borissov as the behind-the-scenes model. On 11 December 2025 Zhelyazkov resigned before a no-confidence vote. The Guardian recorded the announcement. Borissov said on the same day that he had insisted on the resignation so GERB would not be erased. Zhelyazkov and Peevski stay names.

The 2026 file is dated. On 19 April 2026 GERB finished second. The BBC recorded Progressive Bulgaria’s majority and GERB on about 13 percent. BTA recorded that on 22 March 2026 GERB had unanimously re-elected him chair. A unanimous congress is neighbouring party arithmetic. It is not a rebate of 19 April.

Rumen Radev is a WAVE H TARGET. He backed 2020 protesters as president, left that office in January 2026, and later led the party that beat GERB.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. Schengen air/sea entry and eurozone entry on 1 January 2026 sat in the same years as the Zhelyazkov cabinet. Those accessions are neighbouring completed files. They are not stored here as a unique later CPI integer. Highway construction from earlier cabinets is neighbouring infrastructure colour.

Contributions and limits of responsibility

He owned GERB’s line as chair through the 2020 protests, the 2025 GERB-led cabinet, and the 2026 campaign. He does not sit as Zhelyazkov. He does not sit as Geshev. He does not sit as Peevski. Sharing an EPP congress photograph with Ursula von der Leyen is not a rebate of 9 July 2020.

Causal chain through facts

9 July 2020 strengthens borissov-gerb-cycles as a protest hinge on a living premiership. 11 December 2025 writes the fall of a GERB-led cabinet he owned as chair. 19 April 2026 completes the second-place finish. None of those dates hangs on ukraine-war or territorial-revisionism.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative once the protest hinges are stored beside the second-place finish: completed GERB cycles that then meet mass anti-graft protests and a lost first place. It does not invent a unique prisoner integer. A later genuine GERB premiership gazette would be a different fact with a different date. Rumen Radev remains a name on this file, not an invented biography.
