Net positiveFormula-derived score

President from 22 January 2017 through that resignation; BTA recorded seven caretaker cabinets on his watch. The through-line is caretaker leverage converted into a Progressive Bulgaria majority, not a ceremonial-flag brochure. The largest positive offset is “Parliament elects Radev prime minister after Progressive Bulgaria’s majority” (2026).

Editorial assessment (context, not the score)

The heaviest documented costs sit on three clusters, not on a personality adjective.

First, the 2020 clash. On 9 July 2020 prosecutors raided the presidency. Reuters recorded him calling for Boyko Borissov’s government and Ivan Geshev to resign (Reuters (opens in a new tab)). Dual-executive stress is stored.

Second, conversion. On 19 January 2026 he announced resignation. On 23 January the Constitutional Court terminated his powers and he handed over to Iliana Iotova (Reuters (opens in a new tab)). BTA recorded seven caretaker governments on his presidency.

Third, the premiership. On 8 May 2026 parliament elected him prime minister 124–70 with 36 abstentions (BTA (opens in a new tab)). POLITICO recorded the investiture and labelled him Russia-aligned. That label is not a ukraine-war mint.

Confidence is high on the raid date, the court termination, and the investiture vote, and medium where later SJC-reform integers sit without a gazette. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Rumen Radev was President of Bulgaria from 22 January 2017 until 23 January 2026 and has been Prime Minister since 8 May 2026. BTA recorded seven caretaker cabinets appointed during the presidency. The constitution gives caretaker appointment and resignation. It does not give him GERB’s chair.

He is not a Ukraine co-belligerent on this catalog. ukraine-war is not minted and is not attached. 2014+/Karabakh/Kosovo/Taiwan events are not hung on territorial-revisionism. Soviet-scope rows are not used as primary homes.

The 2020 file is dated. On 9 July 2020 prosecutors raided the presidency. Reuters recorded thousands of protests and his call for Borissov and Geshev to resign. Dual-executive clash is the stored instrument. Geshev is unresolved.

The caretaker file is official. BTA’s 23 January 2026 timeline listed seven caretaker governments: Gerdzhikov (27 January 2017); Yanev (12 May 2021 and 16 September 2021); Donev (2 August 2022 and 3 February 2023); Glavchev (9 April 2024 and 27 August 2024). Those appointments are the leverage. Yanev, Donev, and Glavchev stay names.

The conversion file is dated. On 19 January 2026 he announced resignation. POLITICO recorded the address and noted euro-skepticism and a “doomed cause” quote as criticism. On 23 January the Constitutional Court terminated his powers. Reuters recorded the handover to Iliana Iotova. Iotova is unresolved.

The premiership file is dated. On 19 April 2026 Progressive Bulgaria won a majority. On 8 May parliament elected him prime minister. BTA recorded 124 votes in favour. POLITICO labelled him Russia-aligned. That label stays neighbouring prose. It is not hung on ukraine-war.

Sharing a U.S. Air War College master’s degree remains neighbouring identity colour. It is not a rebate of seven caretaker cabinets. Sharing eurozone entry on 1 January 2026 is neighbouring calendar colour. It sat beside the Zhelyazkov fall, not as this Contribution. A later genuine Supreme Judicial Council overhaul would be a new Fact with its own date. It is not stored here as a unique reform coefficient.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. A majority after eight elections is stored as 19 April / 8 May. Ending caretaker churn is neighbouring campaign colour.

Contributions and limits of responsibility

He owned the caretaker appointments as president. He owned the resignation. He owned the 8 May investiture. He does not sit as Iotova. He does not sit as Borissov. Sharing a NATO membership already completed is not a rebate of 9 July 2020.

Causal chain through facts

9 July 2020 strengthens radev-caretaker-leverage as dual-executive clash. 23 January 2026 writes the conversion. 8 May 2026 completes the premiership. None of those dates hangs on ukraine-war or territorial-revisionism.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative once caretaker leverage is stored beside the conversion: a presidency that appointed seven caretakers then became a majority premiership. It does not invent a unique veto integer. A later genuine SJC gazette would be a different fact with a different date.
