What this driver is

Radev caretaker leverage is one continuing Bulgarian mechanism: a presidency that prices executive power through repeated caretaker appointments during a 2021–26 parliamentary crisis, then converts that capital into a resignation and a Progressive Bulgaria majority premiership. It is a mechanism, not a ceremonial-flag brochure and not a Soviet-scope repression row.

The driver is not Georgi Parvanov’s 2002–12 presidency as a second name on this page. It is not Ukraine and not Karabakh. Neighbouring mechanisms can move with this file. They do not replace it. A unique later caretaker-count integer as Contribution.size is not this node. This node is 9 July 2020, 23 January 2026, and 8 May 2026.

It applies to Bulgaria from the 22 January 2017 presidency through seven named caretaker cabinets, the 9 July 2020 dual-executive clash, the 19–23 January 2026 resignation, and the 8 May 2026 investiture as prime minister. It is not hung on ukraine-war, nagorno-karabakh-war, eastern-drc-m23-rdf, or territorial-revisionism.

The legal core is the completed presidency-raid clash of July 2020; the completed Constitutional Court termination of his presidential powers on 23 January 2026; and the completed 8 May 2026 National Assembly election as prime minister. A speech that calls the file anti-oligarch does not change the mechanism.

Mechanism

The file moves welfare through named channels.

First, caretaker leverage. BTA recorded that as president he appointed seven caretaker governments: Gerdzhikov in January 2017; Yanev in May and September 2021; Donev in August 2022 and February 2023; Glavchev in April and August 2024. Those appointments are the stored presidential instrument during a crisis of repeated elections.

Second, the 2020 clash. On 9 July 2020 prosecutors raided the presidency. Reuters recorded him calling for Boyko Borissov’s government and Ivan Geshev to resign.

Third, conversion. On 19 January 2026 he announced resignation. On 23 January the Constitutional Court terminated his powers. Reuters recorded the handover to Iliana Iotova. On 8 May 2026 parliament elected him prime minister after Progressive Bulgaria’s 19 April majority. POLITICO recorded the investiture and labelled him Russia-aligned. That label is neighbouring criticism. It is not a reason to hang this driver on ukraine-war.

Fourth, office. He is prime minister from 8 May 2026. He does not sit as Iotova’s presidency, as GERB’s chair, or as a Sofia court. Sharing a NATO membership already completed is not a rebate of caretaker leverage. Ursula von der Leyen is live on a Commission neighbourhood only.

Timing is days for a resignation gazette and years for caretaker cycles. A later genuine judicial-reform gazette would be a new fact. It would not hang this driver on Glavlit or ukraine-war.

Evidence is strongest for the resignation date, the court termination, and the investiture vote. It is weaker for any unique later veto-census coefficient. It is weakest where a Russia-tilt slogan is asked to stand in for a stored ukraine-war row that this wave does not mint.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into voice-and-accountability series.

• Having a say in government: direction mixed-to-lower when a presidency that appointed seven caretakers then resigns into a majority premiership after dual-executive clash, concentrating executive capital rather than dispersing it. Horizon: a reporting year. Confidence: high for the dated raid-clash, the dated resignation, and the dated investiture.

Education, CPI, and WJP padding are not this family.

The welfare sign of the driver on voice is negative once the conversion is stored: strengthening caretaker leverage as a path from presidency to majority premiership reduces a higher-is-better say-in-government reading of dispersed parliamentary government. That is the opposite of treating 8 May 2026 as a civic dawn.

Interactions and contested points

The mechanism interacts with GERB cycles because the same years hold Borissov protests, Zhelyazkov’s fall, and Radev’s conversion. Reinforcement is obvious. Offsetting is the claim that beating GERB rebates every caretaker appointment. A 19 April 2026 majority is neighbouring electoral arithmetic. It does not cancel 9 July 2020.

The strongest competing view is that a president merely filled constitutional gaps. Seven named caretaker cabinets and a resignation into the premiership are stored. This page does not invent a unique later NATO-loyalty coefficient.

A second competing view is that this is ukraine-war. It is not. POLITICO’s Russia-aligned label and a “doomed cause” quote are neighbouring criticism. They are not a reason to mint ukraine-war on an evening Wave H run.
