John Lee Ka-chiu became Hong Kong’s chief executive in 2022 after a career centered on policing and security. His route to the office was unusually controlled: he was the sole approved candidate in the leadership selection process, and Reuters via Euronews (opens in a new tab) situated his candidacy within the post-2019 transformation of Hong Kong’s political system and his prior U.S. sanctions. His background matters because it helps explain why national security, political control and administrative order have been defining themes of his government alongside attempts to revive Hong Kong’s economy and global business position.
The clearest policy marker of Lee’s tenure is the completion of local national-security legislation under Article 23 of Hong Kong’s Basic Law. In March 2024, the legislature unanimously passed the law after an accelerated process; Reuters (opens in a new tab) reported both the government’s security rationale and criticism from rights groups and foreign governments over broad offenses and civil-liberties risks. Lee has also tried to address weak market sentiment and economic competition, including consideration of measures intended to support Hong Kong’s stock market. The governing record therefore joins security consolidation with an effort to preserve the city’s economic attractiveness.
Lee’s administration has helped institutionalize a post-2020 political order in which security law has a much larger role in public life, electoral politics and civil society. That can be described without claiming that Lee alone produced the change: Beijing’s decisions, the National Security Law imposed in 2020 and Hong Kong’s legislature are all central. Economically, the government has simultaneously sought to reassure investors and revive activity; Reuters (opens in a new tab) reported Lee considering additional market-support measures. The tension between tighter political control and the city’s international-business identity is therefore a defining consequence of his tenure.
