The through-line is junta transition: the 21 September 2025 constitution that dropped the junta-member bar, then the 28 December poll put at 86.72 percent — not a pledge clerk. Editorial assessment (context, not the score)

The heaviest documented costs sit on two clusters, not on a personality adjective.

First, seizure. On 5 September 2021 he dissolved the government and constitution on television and detained Condé. He was sworn on 1 October. He pledged that junta members would not be candidates. Condé is unresolved.

Second, a constitution that drops the bar, then a landslide. On 21 September 2025 the referendum passed as territorial administration printed 89.38 percent. On 28 December Interior-adjacent figures printed 86.72 percent. BBC recorded that main rivals were barred and that a civil-society group called the poll a charade. This page does not invent a unique turnout integer.

Confidence is high on the dated seizure, the 21 September referendum, and the 28 December poll, and medium where 86.42 percent and 92 percent disagree. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Mamady Doumbouya has been president of Guinea since the 5 September 2021 coup and, as a civilian mandate, since 17 January 2026. He remains head of state. He does not write a Supreme Court arrêt. Alpha Condé is named as the ousted predecessor. He is not minted.

The seizure file is dated. On 5 September 2021 he announced that the CNRD had dissolved the government and constitution and detained Alpha Condé (Reuters (opens in a new tab); BBC (opens in a new tab)). He was sworn interim president on 1 October. He said: “Neither I nor any member of this transition will be a candidate for anything.” ECOWAS sanctions are neighbourhood. Alpha Condé is unresolved.

The constitution file is dated. On 21 September 2025 Guinea voted on a new text that omitted the charter bar on junta candidates, stretched the term from five years to seven, and created a Senate with one-third of senators appointed by the president (Reuters (opens in a new tab)). Territorial administration on 24 September announced 89.38 percent yes and 86.42 percent turnout. The Supreme Court later printed about 89 percent and 92 percent turnout. Opposition contested the turnout. Those instruments disagree. This page does not invent a unique turnout integer.

The 2025 poll file is dated. On 28 December 2025 he won a seven-year mandate (Reuters (opens in a new tab); BBC (opens in a new tab)). Djenabou Touré put him at 86.72 percent with 80.95 percent turnout. Baldé was put at 6.59 percent. BBC recorded that Condé and Diallo were in exile and that a civil-society group called the poll a charade. NetBlocks recorded social-media restrictions while results were awaited. The Supreme Court validated on 5 January 2026. He was inaugurated on 17 January. This page does not invent a unique Conakry-queue integer.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are not this assignment’s through-line. Ending Condé’s third-term clock is neighbouring identity of 5 September 2021. It is not a rebate of 21 September 2025.

Contributions and limits of responsibility

He led the 5 September seizure. He was sworn on 1 October. He backed the 21 September text. He contested and won on 28 December 2025. Sharing election-directorate turnout figures is not a reason to drop those dates. The Court prints results. He does not write the arrêt.

Causal chain through facts

The 2021 seizure and the 2025 referendum strengthen the owned junta-transition driver and weaken electoral integrity and transfer capacity. They do not hang on ukraine-war, nagorno-karabakh-war, eastern-drc-m23-rdf, territorial-revisionism, or Soviet state-repression.

What the score does not say

This page does not promise an exact Simandou coefficient or a unique disappearance integer. Direction on this chain is negative: the documented instruments replace a no-candidate pledge with a junta-written clock and an 86-percent self-election. A later genuine contest would be a different fact with a different date.

The 2021 coup replaced constitutional rule with military transition

Mamady Doumbouya seized power in Guinea on 5 September 2021 when special-forces soldiers detained President Alpha Condé and dissolved the government and constitution. BBC (opens in a new tab) reported that Doumbouya was sworn in as interim president on 1 October 2021, less than a month after the coup. He justified the takeover by citing corruption, poverty and institutional failure, but the mechanism was a military removal of an elected president rather than a constitutional transfer. The junta's transition charter barred members of the military government from standing in the election meant to restore civilian rule, while regional organizations pressed for a timetable. Over time, the transition repeatedly lengthened. That matters because Doumbouya's initial legitimacy claim rested partly on presenting military rule as temporary. The longer the junta controlled appointments, electoral rules and the transition calendar, the more the distinction between an interim corrective and a new political order weakened.

The 2025 referendum rewrote the terms of the transition

In 2025 Guinea held a constitutional referendum that became the central mechanism for moving out of the original post-coup charter. The new framework was controversial because it opened a route for Doumbouya to remain central to political life despite the earlier transition rules. A BBC report (opens in a new tab) covered the referendum and the debate over whether the constitutional process would genuinely return Guinea to civilian electoral competition or formalize the junta's advantage. Supporters argued that a new constitution was necessary after the 2021 breakdown and could provide a legal basis for elections; critics pointed to restrictions on opposition activity, media pressure and the military authorities' control of the process. The referendum therefore cannot be judged only by the fact that a ballot occurred. Its significance lies in who set the rules after the coup and whether those rules constrained or enabled the officer who took power by force. For Doumbouya, the 2021 seizure and the 2025 constitutional reset are two stages of the same accountability question.
