Doumbouya junta transition
Doumbouya junta transition is one continuing domestic mechanism in Guinea: the special-forces colonel who on 5 September 2021 detained Alpha Condé, dissolved the government and constitution, was sworn interim president on 1 October, then on 21 September 2025 put a constitution to a referendum that dropped the junta-member bar and stretched the presidential term to seven years, and on 28 December 2025 took a mandate the election directorate put at 86.72 percent.

What this driver is
Doumbouya junta transition is one continuing domestic mechanism in Guinea: the special-forces colonel who on 5 September 2021 detained Alpha Condé, dissolved the government and constitution, was sworn interim president on 1 October, then on 21 September 2025 put a constitution to a referendum that dropped the junta-member bar and stretched the presidential term to seven years, and on 28 December 2025 took a mandate the election directorate put at 86.72 percent. It is a mechanism, not a civilian-hand-back brochure and not a Soviet-scope repression row.
The driver is not a unique bauxite-tonne census invented here, not Ukraine, not Nagorno-Karabakh, and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space, capacity for peaceful transfer of power — can move with this file or against it. They do not replace it. This page does not mint Condé Person husks and does not mint ukraine-war. A unique Simandou integer is not this node. This node is 5 September 2021, 1 October 2021, 21 September 2025, and 28 December 2025.
It applies to Guinea from the 5 September 2021 seizure through the 17 January 2026 civilian inauguration. It is not proxy-war-intensity (1919–50) and not territorial-revisionism.
The legal core is the 5 September 2021 seizure; the 1 October swearing-in; the 21 September 2025 referendum that territorial administration put at 89.38 percent yes with 86.42 percent turnout; the Supreme Court later printing about 89 percent with 92 percent turnout; and the 28 December 2025 poll that the election directorate put at 86.72 percent with 80.95 percent turnout. Reuters and BBC recorded the broken 2021 pledge not to run and the exile or bar of Condé and Cellou Dalein Diallo. A speech that calls the text a return to civilians does not change the mechanism.
Mechanism
The file moves welfare through named channels.
First, seizure. On 5 September 2021 he announced on state television that the CNRD had dissolved the government and constitution and detained Condé. He was sworn interim president on 1 October. He pledged free elections and said junta members would not be candidates. ECOWAS sanctions are neighbourhood. They are not a unique frozen-asset integer.
Second, a constitution that drops the junta-member bar. On 21 September 2025 a referendum was held. Ibrahima Kalil Condé on 24 September announced 89.38 percent yes and 86.42 percent turnout. The Supreme Court later printed about 89 percent and 92 percent turnout. Opposition contested the turnout. Those instruments disagree. This page does not invent a unique turnout integer. The text lengthened the term from five years to seven, renewable once, created a Senate with one-third of senators appointed by the president, and omitted the charter bar on junta candidates.
Third, self-election. On 28 December 2025 he won a seven-year mandate. Djenabou Touré put him at 86.72 percent with 80.95 percent turnout. Abdoulaye Yero Baldé was put at 6.59 percent. BBC recorded that main rivals were barred and that a civil-society group called the poll a charade. The Supreme Court validated on 5 January 2026. He was inaugurated on 17 January. This page does not invent a unique Conakry-queue integer. Reuters recorded tepid participation in the capital against the 80.95 percent figure.
Fourth, command. He headed the Special Forces Group. He quoted the 2021 pledge and then put his name on the 2025 ballot. Sharing a Foreign Legion past is not a reason to drop 5 September 2021. Alpha Condé is unresolved.
Timing is hours for a seizure and years for a seven-year clock written by the junta. A later genuine contest would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a unique IDP stock invented here.
Evidence base
The best evidence is Reuters on the 5 September 2021 seizure, BBC on the 1 October swearing-in, Reuters on the 21–24 September 2025 referendum, Reuters and BBC on the 28–30 December 2025 poll, and Reuters on the 5 January 2026 Court validation.

This page does not invent a unique bauxite integer or copy a contested turnout as Contribution.size.
Evidence is strongest for the dated seizure, the 21 September referendum, and the 28 December poll. It is weaker for any unique first-day casualty. It is weakest where a Simandou-growth slogan is asked to rebate 21 September 2025.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into voice-and-accountability series.
- Having a say in government: direction lower voice when a coup leader drops the junta-member bar and then takes a seven-year mandate against a barred field. Horizon: a reporting year. Confidence: high for the dated seizure, referendum, and 86.72 percent.
An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.
The welfare sign of the driver on voice is negative: strengthening the junta transition reduces a higher-is-better say-in-government reading. That is the opposite of treating 21 September 2025 as a civilian hand-back.
Interactions and contested points
The mechanism interacts with electoral integrity because the 2021 charter barred junta members and the 2025 text omitted that bar. Offsetting is the claim that Condé’s third term required a soldier’s reset. Condé-era files are neighbourhood. They do not mint ukraine-war.
The strongest competing view is that 86 percent later chose him as a civilian. Reuters stores that figure and the exile of Condé and Diallo.
A second competing view is that a two-term seven-year cap is democratic consolidation. The same text dropped the junta-member bar. BBC recorded his 2021 sentence: neither he nor any member of the transition would be a candidate.
Established: 5 September 2021 seizure; 1 October swearing-in; 21 September 2025 referendum; 28 December 2025 poll. Not established: a unique turnout integer reconciling 86.42 percent with the Court’s 92 percent, or minted Condé Person rows. It would not rename this driver as democratic consolidation.
