First, Winter Fuel. On 29 July 2024 she announced means-testing from winter 2024/25. SI 2024/869 was laid 22 August 2024 and came into force 16 September 2024 (legislation.gov.uk (opens in a new tab); BBC (opens in a new tab)). BBC recorded “around 10 million” pensioners losing the payment; that figure is the wire’s and is not stored as a unique integer. A later 9 June 2025 threshold change is neighbouring.

Rachel Reeves has been Chancellor of the Exchequer since 5 July 2024. She remains in office on 4 September 2026 under Keir Starmer. The Exchequer can present a Budget and take a bill. It does not give her DWP’s laying office on every SI or a unique later GDP coefficient.
