Net harmfulFormula-derived score

The through-line is a CNRT return that pledged the Greater Sunrise pipeline to the south coast and, on 28 January 2026, a joint statement with Australia to develop the field as soon as possible — not an untouchable independence saint above petroleum-fund politics. Still in office at apply. The largest negative contribution to the formula-derived score is “Gusmão and Albanese urge Greater Sunrise development as soon as possible” (2026).

Editorial assessment (context, not the score)

The heaviest documented costs sit on two clusters, not on a personality adjective.

First, the return as a petroleum-state executive. On 1 July 2023 he was sworn in. The official speech listed securing the Greater Sunrise pipeline to Timor-Leste and south-coast oil-industry investments among first-year tasks (Government PDF (opens in a new tab); The Diplomat (opens in a new tab)). Ramos-Horta is unresolved. Joint-venture partners have long called onshore processing unviable; the speech called it viable. That disagreement is stored.

Second, the 2026 Australia hour. On 28 January 2026 he and Albanese said Greater Sunrise should be developed as soon as possible. Reuters recorded a December study agreement with Woodside and Timor Gap ownership above 56 percent (Reuters (opens in a new tab)). Those figures are Reuters’, not a size here. The field was not producing on that date.

Confidence is high on the oath PDF, TATOLI, Diplomat, and Reuters, and medium where later joint-venture concepts sit without a sanctioned development. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Xanana Gusmão has been prime minister of Timor-Leste since 1 July 2023. He was president from 2002 to 2007 and prime minister from 2007 to 2015. José Ramos-Horta, who administered the 2023 oath, is unresolved. This run does not mint a page for him. The Constitution makes the prime minister the head of government appointed after parliamentary elections. It does not make him Woodside’s board.

He is not stored on ukraine-war. 2014+/Karabakh/Kosovo/Taiwan events are not hung on territorial-revisionism. Soviet-scope rows are not used as primary homes.

The return file is official. On 21 May 2023 CNRT took 31 of 65 seats. On 1 July he and the IX cabinet were sworn in. TATOLI recorded the ceremony. The printed English speech pledged to “Secure the Greater Sunrise gas pipeline to Timor-Leste” and to continue south-coast oil-and-gas investments — a supply base, a refinery, and a pipeline. Export Finance Australia in July 2023 recorded that around 85 percent of government spending is financed by Petroleum Fund transfers and that Bayu-Undan would dry up. Those are that agency’s figures. This page does not invent a unique depletion year.

The onshore file is a completed political yes against a long joint-venture no. Partners have argued onshore processing in Timor-Leste is commercially and geologically unviable. His speech said the pipeline to Timor-Leste is viable and economically secure. Storing both is the alternative to a halo.

The 2026 file is dated. On 28 January 2026 a joint statement with Anthony Albanese said both countries share an ambition for Greater Sunrise to be developed as soon as possible. Reuters recorded a December study for a 5 million metric-ton project and Timor Gap’s majority stake. Australia’s infrastructure-fund pledge is neighbouring revenue-sharing language, not barrels in the ground. The field remained undeveloped on that date.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. A 1 July 2023 oath is procedure after an election. ASEAN accession weather is neighbouring diplomacy.

Contributions and limits of responsibility

He took the oath. He printed the pipeline pledge. He joined the 2026 statement. Sharing a coalition with the Democratic Party is not a reason to drop 1 July 2023. Sharing a statement with Albanese is not a reason to treat Woodside’s study as his unique authorship. He does not sit as the joint venture.

Causal chain through facts

1 July 2023 strengthens gusmao-petroleum-politics as a completed return that pledged onshore Greater Sunrise. 28 January 2026 records the Australia joint statement on the same undeveloped field. None of those dates hangs on ukraine-war or territorial-revisionism. He connects to the mechanism only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative where a living government still concentrates the post-Bayu-Undan fiscal state on an undeveloped onshore path. It does not invent a unique fund integer. It does not say the 2023 election was stolen. A later sanctioned development concept would be a different fact with a different date. Ramos-Horta and the petroleum minister remain names on this file, not invented biographies.

Independence leadership returned to executive power in 2023

Xanana Gusmão's political authority rests on a long arc from resistance leadership to state office. He led the armed resistance against Indonesian occupation, was captured in 1992 and remained a symbolic leader through imprisonment before Timor-Leste's 1999 independence referendum and restoration of independence in 2002. He served as the country's first president from 2002 to 2007 and later as prime minister from 2007 to 2015. On 1 July 2023 he returned to the premiership after the CNRT won the largest share of seats in the May parliamentary election. The Diplomat (opens in a new tab) described his return as the re-entry of the country's best-known independence figure into day-to-day government. In the inauguration program, the new government faced familiar structural pressures: dependence on petroleum revenues, slow diversification, youth employment and the need to turn the Petroleum Fund into durable public services rather than a substitute for a broader economy.

Greater Sunrise became a test of economic strategy

The Greater Sunrise gas fields have become one of the clearest tests of Gusmão's post-independence economic strategy. Timor-Leste has pushed for processing associated with the project to be routed to the country's south coast, arguing that an onshore development could support domestic jobs, infrastructure and industrial capacity rather than merely export gas through existing Australian facilities. By 2026 the issue remained central to relations with Australia and to the government's long-term revenue strategy. A bilateral declaration by the Australian and Timor-Leste governments, published by the Prime Minister of Australia (opens in a new tab), placed energy cooperation and Greater Sunrise within a broader new partnership. The political stakes are unusually high because Timor-Leste's existing oil and gas income has been declining while public spending still relies heavily on the Petroleum Fund. Gusmão has therefore made Sunrise more than an energy project: it is a bet that sovereign resource control can be translated into domestic development before older petroleum revenue streams weaken further.
