Boric-era constitutional rewrite and domestic security
Boric-era constitutional rewrite and domestic security is one continuing Chilean mechanism: the 4 September 2022 exit plebiscite that rejected the Convention text, the 17 December 2023 plebiscite that rejected the Council text, the security-and-migration pivot that produced Ley 21.560 (Naín-Retamal) and northern-border military patrols, and the 11 March 2026 handover after a crime-and-migration election.

What this driver is
Boric-era constitutional rewrite and domestic security is one continuing Chilean mechanism: the 4 September 2022 exit plebiscite that rejected the Convention text, the 17 December 2023 plebiscite that rejected the Council text, the security-and-migration pivot that produced Ley 21.560 (Naín-Retamal) and northern-border military patrols, and the 11 March 2026 handover after a crime-and-migration election.
Neighbouring mechanisms — peaceful transfer at the 2026 oath, a 2025 pension statute — can move with this file or against it. They do not replace it. A first-millennial photograph is not this node. This node is two rejected charters plus the security weather that dominated the term’s end.
It applies to Chile from 11 March 2022 through 11 March 2026. It is not a 2019 plaza as a back-dated twin, and it is not a unique 2026 Kast statute.
The legal core is SERVEL’s 4 September 2022 Rechazo (61.87 percent), SERVEL’s 17 December 2023 En contra (55.76 percent), Ley 21.560 of April 2023 (privileged police defence and higher penalties against attacks on Carabineros, PDI and Gendarmería), and the February 2023 northern-border military patrol order that HRW recorded as extended through 2023. A campaign adjective does not change those texts.
Mechanism
The file moves welfare through named channels.
First, a rewrite that failed twice. The Convention text Boric’s coalition championed was rejected on 4 September 2022 under compulsory voting. A second, right-dominated Council text was rejected on 17 December 2023. The 1980 constitution remains.
Second, a security pivot after a 2022 homicide peak. Interior’s combined 2022 print counted 1,330 murders (rate 6.7 per 100,000). 2023 fell to 1,248 (6.3). Reuters later printed 6.0 for 2024. Those series diverge by methodology across Interior, Fiscalía, and later compilations. This driver does not pick one integer and dress it as Contribution.size. Ley 21.560 is the dated statutory pivot: privileged legitimate defence for public-force officers and higher penalties for attacks on them. HRW recorded rights-group concern.
Third, northern-border migration stress. In February 2023 the administration put the armed forces in charge of patrolling and detaining irregular crossings for an initial 90 days, then extended the measure. Interior reported detentions falling from 23,012 (Jan–Jul 2022) to 13,256 (Jan–Jul 2023). SERMIG/INE later printed irregular-status estimates rising across 2018–2023. Those are dated prints. This page does not invent a unique 2024 undocumented stock.
Fourth, command. A Chilean president promulgates statutes and can order border patrols. He does not sit as a SERVEL teller, a Carabinero at a checkpoint, or a Peruvian/Bolivian border clerk. Sharing a 2019 party agreement is not a reason to hang the 2020 entry plebiscite as his Contribution.
Fifth, timing. A plebiscite is same-day. A homicide series lags a reporting year. A later Kast emergency government is a different dated fact.
Evidence base
The best evidence is SERVEL results, Diario Oficial statutes, and Interior homicide prints.
SERVEL and the BCN historical series record 4 September 2022 and 17 December 2023. Interior published the 6 April 2023 promulgation of Ley 21.560 with three neighbouring security statutes. Diario Oficial published Ley 21.560 on 10 April 2023. HRW World Report 2024 recorded the February 2023 border-military order and the 1,322/1,330-neighbourhood 2022 murder print. Reuters recorded the 11 March 2026 Kast oath as a security-and-migration mandate.
Evidence is strongest for a SERVEL percentage, a Ley Chile number, and a same-week wire. It is weaker for any unique first-day homicide coefficient. It is weakest where a millennial adjective is asked to replace Rechazo.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into civic-conflict and security-adjacent series only where a sourced path exists.
An education, CPI, or WJP path does not follow from a Chilean plebiscite without a sourced channel. Missing coefficients stay missing. This catalog does not clone family-template DII onto the node.
The welfare sign of strengthening this driver is negative: a dual rewrite failure plus a crime-and-migration stress file that produced a rights-contested police statute. That is the opposite of treating a first-left photograph as a unique later homicide rebate.
Interactions and contested points
The mechanism interacts with polarisation (cabinet after Rechazo; Carolina Tohá replacing Izkia Siches) and with a completed 2026 handover. Reinforcement is obvious when two rejected charters and a 2022 homicide peak sit in the same presidency. Offsetting is the claim, common in commissioned-positive coverage, that a 2025 pension statute or a 2023 homicide dip rebates 4 September 2022. Those are different mechanisms. They can be stored. They do not cancel SERVEL’s Rechazo.
The strongest competing view is that Boric merely administered a process the 2019 parties had opened, so Rechazo is not his. He took office 11 March 2022, campaigned for Apruebo, and accepted the result the same night. Store that limit.
A second competing view is that Naín-Retamal is a unique later due-process collapse. It is a statute. Rights groups recorded concern. This page does not invent a unique torture integer from 10 April 2023.
Established: two SERVEL rejections; Ley 21.560; Interior homicide prints with methodology labels; 2026 handover. Not established: a unique 2024 undocumented stock from this page, or that a PGU increase rebates Rechazo. A later Kast statute with a date would be a new fact. It would not rename this driver as a generational success.
