Net harmfulFormula-derived score

The through-line is two rejected constitutional rewrites — 62 percent Rechazo on 4 September 2022, then 56 percent En contra on 17 December 2023 — beside a 2022 homicide peak, Ley Naín-Retamal, and northern-border military patrols. A living former ruler is scored on those instruments, not as a generational romance. The largest negative contribution to the formula-derived score is “Diario Oficial publishes Ley 21.735 mixed pension reform after a right bargain” (2025).

Editorial assessment (context, not the score)

The heaviest documented costs sit on two rejected rewrites and a security pivot, not on a personality adjective.

First, the constitutional file. On 4 September 2022 SERVEL recorded Rechazo at 61.87 percent against the Convention text Boric’s coalition had campaigned to approve. He accepted the result that night and shuffled the cabinet within forty-eight hours. On 17 December 2023 SERVEL recorded En contra at 55.76 percent against a right-dominated Council text. The 1980 constitution remains.

Second, the security file. Interior’s combined 2022 print counted 1,330 murders (6.7 per 100,000), a peak for the recent series. On 6 April 2023 he promulgated Ley 21.560 (Naín-Retamal) with three neighbouring security statutes after successive Carabinero killings. Diario Oficial published it on 10 April. The statute privileges legitimate defence for public-force officers and raises penalties for attacks on them. HRW recorded rights-group concern. In February 2023 the administration put the armed forces on northern-border patrol against irregular crossings and extended the order. Interior reported detentions falling year-on-year in 2023. This page does not invent a unique undocumented stock.

The 26 March 2025 Diario Oficial publication of Ley 21.735 (pension reform) is a completed social statute after a two-year fight and a right-negotiated text. It is not a rebate of Rechazo. The 11 March 2026 handover to Kast is a completed constitutional transfer. Confidence is high on SERVEL, Ley Chile numbers, and Reuters/AP same-week wires, and medium where homicide methodology sits between Interior and Fiscalía. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Gabriel Boric was president of Chile from 11 March 2022 to 11 March 2026. He does not sit as SERVEL. As of September 2026 he is a living former president.

José Antonio Kast succeeded him. Kast is named as an unresolved person candidate. This run does not mint a page for him.

He is not a generational saint. On 4 September 2022 Chile voted under compulsory turnout on the Convention text. SERVEL recorded Rechazo 61.87 percent, Apruebo 38.13 percent (SERVEL (opens in a new tab); BCN historical series). He had campaigned for Apruebo. That night he said Chilean democracy had come out more robust and accepted the result. Within two days he replaced five ministers, including Izkia Siches at Interior with Carolina Tohá. Those two names remain unresolved.

On 17 December 2023 a second text, drafted under a Republican-veto Council, was rejected 55.76 percent to 44.24 percent (El País, 18 December 2023 (opens in a new tab)). He had campaigned against that charter. The dual result is that the 1980 constitution remains. Store both dates.

The security pivot is dated. Interior printed 1,330 murders in 2022 (rate 6.7). On 6 April 2023, after the killing of cabo Daniel Palma, he promulgated Ley 21.560 (Naín-Retamal) with Ley 21.555, 21.556 and 21.557 (Interior, 6 April 2023 (opens in a new tab)). Diario Oficial published Ley 21.560 on 10 April. Privileged legitimate defence for public-force officers is the statutory edge. HRW World Report 2024 recorded rights-group concern and the February 2023 northern-border military patrol order, extended through the year. Interior reported 13,256 irregular-crossing detentions January–July 2023 against 23,012 a year earlier. 2023 homicides fell to 1,248 (6.3). Reuters later printed about 6.0 for 2024. Methodology diverges. This page does not invent Contribution.size.

Mapuche-adjacent states of exception in La Araucanía were maintained, not invented here as a unique later body-count. Piñera died on 6 February 2024; 2019–21 exception orders stay on his dates.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. Ley 21.735, published 26 March 2025, creates a mixed pension pillar and raises the PGU on a phased calendar (Mintrab, 26 March 2025 (opens in a new tab)). Congress passed a right-negotiated text. The 11 March 2026 handover is a completed constitutional rotation (Reuters, 11 March 2026 (opens in a new tab)). A first millennial is identity.

Contributions and limits of responsibility

He campaigned for Apruebo in 2022. He promulgated Ley 21.560. He ordered northern-border military patrols. He does not sit as SERVEL and he did not draft every Convention article. Sharing a 2019 party agreement is not a reason to hang the 2020 entry plebiscite as his. Sharing a 2025 pension bargain with Chile Vamos is not a reason to drop Rechazo.

Causal chain through facts

4 September 2022 strengthens boric-constitutional-security and political-polarization. 6 April 2023 strengthens the same security file as a rights-contested police statute. 17 December 2023 completes the dual rewrite failure. 26 March 2025 is a neighbouring pension statute. 11 March 2026 strengthens capacity for peaceful transfer of power. None of those dates hang on territorial-revisionism, ukraine-war, or Soviet-scope rows.

What the score does not say

This page does not promise an exact number. Direction on the rewrite-and-security cluster is negative: two rejected charters and a 2022 homicide peak that produced Naín-Retamal. A later Kast statute with a date would be a different fact. José Antonio Kast, Jeannette Jara, Carolina Tohá, and Izkia Siches remain names on this file, not invented biographies.
