China property / local-government debt crisis
China property / local-government debt crisis is one continuing mainland housing-and-LGFV mechanism: the 2020 “three red lines” leverage caps, the 2021–24 developer default-and-delivery failure cluster whose Hong Kong courtroom end-state for China Evergrande Group is the 29 January 2024 winding-up order, the local-government financing-vehicle (LGFV) fiscal neighbour, and the later 2022–24 “bao jiao lou” and 16-point support notices that tried to finish prepaid homes without a unique later GDP rebate.

What this driver is
China property / local-government debt crisis is one continuing mainland housing-and-LGFV mechanism: the 2020 “three red lines” leverage caps, the 2021–24 developer default-and-delivery failure cluster whose Hong Kong courtroom end-state for China Evergrande Group is the 29 January 2024 winding-up order, the local-government financing-vehicle (LGFV) fiscal neighbour, and the later 2022–24 “bao jiao lou” and 16-point support notices that tried to finish prepaid homes without a unique later GDP rebate.
The driver is not public-debt-sustainability as a generic meter. It is not housing-affordability as a global price-to-income metric, though the two interact. Neighbouring mechanisms — banking-system-stability, investment-climate — can move with this file. They do not replace it. A 1998 housing-reform lineage is not this node. It is not hung on territorial-revisionism (1918–45). It is not a Soviet-scope row. It is not a Belt-and-Road sovereign-debt twin.
It applies from the August 2020 three-red-lines meeting through the 2021 offshore-dollar missed payments by Evergrande, the 23 November 2022 PBOC–CBIRC 16-measure notice on financial support and “bao jiao lou” special lending, the 2023 Country Garden distress cluster, and the 29 January 2024 Hong Kong Court of First Instance winding-up in Re China Evergrande Group [2024] HKCFI 363. Xi Jinping is the live Party-state counterpart whose “houses are for living, not speculation” line sits on the same notices. Developers’ chairs and the PBOC governor of the support notices are not published person nodes and are not minted here.
The legal core is the 2020 leverage caps as administrative policy, the 2022 joint notice of the People’s Bank of China and the China Banking and Insurance Regulatory Commission on financial support for the real-estate market, and the 29 January 2024 Hong Kong winding-up order. Wire headlines that print a unique total-liability integer for Evergrande are the wires’ figures. They are not stored here as Contribution.size. The court order is the instrument.
Mechanism
The file moves welfare through named channels.
First, developer leverage and pre-sale. Three red lines (August 2020) capped liability-to-asset, net-gearing, and cash-to-short-term-debt ratios for major developers. Pre-sale cash had already been used as working capital. When sales slowed, unfinished towers and prepaid households met each other.
Second, default and court. China Evergrande Group’s offshore default cluster of 2021 is a completed payment failure. On 29 January 2024 Madam Justice Linda Chan made a winding-up order in Re China Evergrande Group [2024] HKCFI 363 after the petition (Top Shine Global Ltd, June 2022) had been adjourned through several hearings without a concrete restructuring proposal. Alvarez & Marsal personnel were appointed liquidators. The judgment records that most assets sit onshore; recognition on the mainland is a neighbouring legal question, not a unique recovery size. Hui Ka Yan is named in the courtroom record; he is not minted here.
Third, LGFV and land. Local governments sold land to developers and borrowed through LGFVs against that land. When developer bids stopped, land-sale revenue and LGFV rollover stress moved together. Contested LGFV stock figures require a named MOF, PBOC, or IMF table. They are not invented here.
Fourth, the 16-point support. On 23 November 2022 Xinhua reported, and People’s Daily English the next day, that the PBOC and CBIRC had published a notice with 16 financial measures: stabilize developer and construction-firm credit, extend some stock financing, support policy-bank “bao jiao lou” special loans, and city-specific mortgage floors, restating that housing is for living in, not speculation (http://en.people.cn/n3/2022/1124/c90000-10175704.html (opens in a new tab)). A support notice is a completed instrument.
Fifth, household incidence. Prepaid buyers who cannot take keys bear a housing-as-shelter loss even if listed secondary prices later fall. Existing owners mark wealth to market. New buyers may see a lower asking price. Those are opposing distributional channels. This page stores the delivery failure and the court order. It does not invent a unique nationwide unsold-unit census.
Timing is months for a missed coupon, years for a winding-up, and years more for LGFV rollover. A later genuine nationwide completion statute with a date would be a new fact. It would not hang this driver on Glavlit or Ukraine.
Evidence base
The best evidence is the court order and the official notices.
Re China Evergrande Group [2024] HKCFI 363, 29 January 2024 (Hong Kong judiciary legalref). BBC, 29 January 2024, “Evergrande: Crisis-hit Chinese property giant ordered to liquidate” (https://www.bbc.co.uk/news/business-67562522 (opens in a new tab)). Reuters, 29 January 2024, Hong Kong court liquidation. PBOC–CBIRC notice as reported 23–24 November 2022 by Xinhua and People’s Daily English (http://en.people.cn/n3/2022/1124/c90000-10175704.html (opens in a new tab)). Three-red-lines administrative policy of August 2020 as contemporaneously reported from the PBOC/MOHURD developer meeting.
Evidence is strongest for the 29 January 2024 order and for the existence of the 16-measure notice. It is weakest where a later 2024 city-level price print is asked to prove that prepaid households were made whole.
This page does not invent a unique developer-liability total, a unique LGFV stock, a unique unfinished-unit census, or Contribution.size. Contested macros require the named statistical instrument.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into housing-as-shelter and household-balance-sheet series, not into UCDP deaths as a family-template clone.
- Housing affordability: direction mixed on a price-to-income reading (listed prices can fall) and negative on realized occupancy for prepaid buyers who cannot take keys. Horizon: quarters to years. Confidence: medium for the delivery channel documented by the Evergrande order and “bao jiao lou” notices; low for a unique nationwide affordability coefficient. This page does not invent a unique price-to-income integer. The welfare direction stored here is negative for the unfinished-home cluster: a completed winding-up after years of non-delivery is not a civic dawn.
Missing coefficients stay missing.
The welfare sign of the driver on prepaid households is negative: strengthening the crisis increases non-delivery and local-fiscal stress. A later listed-price decline that improves a naïve affordability ratio does not rebate keys that were never handed over.
Interactions and contested points
The mechanism interacts with public-debt-sustainability because LGFV and land-sale revenue are the same local books. It interacts with banking-system-stability because developer and LGFV credit sit in bank books. Reinforcement is obvious when a court winding-up and a land-sale freeze sit in the same year. Offsetting is the 16-point notice and later 2024 easing.
The strongest competing view is that three red lines were a necessary deleveraging and that “bao jiao lou” is consumer protection. The caps were a completed policy. Delivery notices exist. This page still stores the 2021–24 default-and-court cluster and the unfinished-home incidence. Those are not cancelled by a slogan that housing is for living in.
A second competing view is that this is only Evergrande. Country Garden and other names are neighbouring developer rows, not minted twins. The driver is the sector-and-LGFV mechanism.
A third competing view is that a Hong Kong order does not bind onshore assets. The judgment itself records that most assets are onshore. Recognition is contested. The order remains a completed offshore instrument.
Established: August 2020 three red lines as administrative policy; 23 November 2022 PBOC–CBIRC 16-measure notice; 29 January 2024 [2024] HKCFI 363 winding-up. Not established: a unique liability integer as size, a unique unfinished-unit census, or minted pages for Hui Ka Yan, Li Qiang, or the PBOC governor. A later genuine nationwide completion statute would be a new fact. It would not rename this driver as a soft-landing brochure.
