Climate-Finance Availability
Climate-finance availability is one continuing money-and-mandate mechanism: whether public and private climate finance actually reaches mitigation and adaptation in the volumes and instruments the UNFCCC process names. Its strongest welfare pathway: it strengthens Renewable share of global electricity generation, a better welfare reading. The most recent of its 12 recorded facts is “COP28 operationalized the Loss and Damage Fund with limited initial capitalization” (30 November 2023).

What this driver is
Climate-finance availability is one continuing money-and-mandate mechanism: whether public and private climate finance actually reaches mitigation and adaptation in the volumes and instruments the UNFCCC process names. It is a mechanism, not a remittance series, not a pledge annex, and not a welfare score.
The driver is not climate crisis, not climate adaptation readiness, not pace of climate transition, and not fossil-fuel subsidies. Those measure warming, readiness, substitution, and fossil support. This node is the climate-finance channel: GCF, Adaptation Fund, SCF reports, and the new collective quantified goal.
It applies from Copenhagen/Cancún through the $100bn goal years, the first Global Stocktake, and COP29 in Baku (November 2024) on the new collective quantified goal (NCQG). It is not ukraine-war.
The live Factrail series already uses World Bank personal remittances received (BX.TRF.PWKR.CD.DT) as a disclosed, distant proxy, log-scaled. Stored points include 0.98369327 (2020) through 0.99439858 (2024) and 0.99211152 (2025). Remittances are household transfers, not GCF disbursements. It does not invent a unique Factrail USD or Contribution.size.
Mechanism
Finance moves welfare only when it is disbursed into a named project or policy.
First, multilateral climate funds. The Green Climate Fund, Global Environment Facility, and Adaptation Fund are the UNFCCC-neighbourhood windows. A board approval is not a completed levee.
Second, the UNFCCC Standing Committee on Finance biennial assessment. That is the official attempt to count climate finance. Contested definitions (what counts as climate, what is new and additional, loan versus grant) stay contested on that report. This page does not pick a Factrail trillion.
Third, the NCQG. COP29 in Baku adopted a new collective quantified goal. Parties disagree on the headline number, the contributor set, and the quality of finance. Quote the COP decision; do not invent a unique size.
Fourth, the adaptation gap. UNEP Adaptation Gap Reports record that estimated adaptation needs exceed tracked adaptation finance. That gap is UNEP’s, with its document date. It is not copied here as Contribution.size.
Public finance that still supports new fossil supply sits on fossil-fuel subsidies and fossil fuel phaseout struggle.
Timing is a replenishment cycle (years) and a project disbursement (months to years). A later SCF table that this node can store as its meter would replace remittances. Until then the live proxy stays disclosed as remote.
Evidence base
The live remittance API is https://api.worldbank.org/v2/country/all/indicator/BX.TRF.PWKR.CD.DT?date=2020:2025&format=json&per_page=20000 (opens in a new tab). UNFCCC COP29 / NCQG coverage is at https://unfccc.int/ (opens in a new tab). The SCF biennial assessment and GCF public board documents are the finance instruments. UNEP Adaptation Gap Report is the independent gap account (https://www.unep.org/resources/adaptation-gap-report (opens in a new tab)). IPCC AR6 is domain context.
Evidence is strongest for a COP decision text and a GCF board approval. It is weaker for any unique “dollars that reached the last mile.” It is weakest where remittance growth is asked to prove climate-finance success.
Effect on welfare indicators
This driver, when climate finance actually disburses into mitigation or adaptation, is a second-order channel into emissions and a first-order channel into adaptation capacity.
- Global CO2 emissions per capita: direction lower CO2 if mitigation finance displaces fossil plant. Horizon: years. Confidence: low-medium. Remittances are not this channel.
- Under-five mortality: direction lower deaths if adaptation finance funds warning, water, and clinics in the same hazard. Horizon: years. Confidence: low as a global coefficient. No invented death size.
- Renewable share of global electricity generation: direction higher share if mitigation finance builds generation that actually connects. Horizon: years. Confidence: medium. Renewable energy buildout remains the capacity companion.
Missing coefficients stay missing.
The welfare sign of genuine additional grant-like adaptation and mitigation finance is positive on those series. A remittance uptick is not that sign.
Interactions and contested points
The mechanism interacts with climate-adaptation readiness, pace of climate transition, climate crisis, and fossil-fuel subsidies. Reinforcement is obvious when a GCF adaptation project and a NAP sit in the same basin. Offsetting is fossil public finance in the same year.
The strongest competing view is that the remittance proxy should be removed and the node left unmetered until an SCF series is attached. That objection is serious.
A second competing view is that the NCQG “solved” the $100bn gap. COP29 adopted a goal. Implementation, contributor lists, and grant quality remain contested. Quote the decision; do not invent a unique trillion.
Established: live remittance points as disclosed lineage; distinction from adaptation-readiness and from climate-crisis; COP/SCF/GCF as the real instrument class. Not established: a unique Factrail climate-finance stock, or that remittances are climate finance. A later SCF-based meter would be a new point series. It would not mint a second finance driver.
