RT / state disinformation ecosystem

RT / state disinformation ecosystem is one continuing export mechanism: a Russian Federation–funded international broadcaster and sibling state outlets (RT, formerly Russia Today; Sputnik and the Rossiya Segodnya family) used as an operational instrument of information manipulation, not as an ordinary foreign newsroom. It is a mechanism with dates, licences, listings, and court files. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is

RT / state disinformation ecosystem is one continuing export mechanism: a Russian Federation–funded international broadcaster and sibling state outlets (RT, formerly Russia Today; Sputnik and the Rossiya Segodnya family) used as an operational instrument of information manipulation, not as an ordinary foreign newsroom. It is a mechanism with dates, licences, listings, and court files. It is not a mood called “fake news.”

The driver is not the LIVE metric Disinformation Prevalence, a global intensity series on a disclosed Voice-and-Accountability proxy. It is not Information-Environment Fragmentation, Digital Content Moderation Intensity, or Media Freedom as a second name for the same RT file. Those neighbouring nodes can move with this ecosystem. They do not replace the FARA filing, the EU broadcast prohibition, the Ofcom revocation, or the 2024 U.S. foreign-mission determinations. Crimea, Donbas, and 2022+ stay on the live Ukraine-war driver. This node is the state-media export used in and around that war.

It applies from the 2005 launch of Russia Today through East StratCom documentation from 2015, the November 2017 U.S. FARA registration, the 1 March 2022 EU listing, the 18 March 2022 UK licence revocation, the 27 July 2022 General Court judgment, and the September 2024 U.S. designations. It is not Glavlit-era Soviet censorship and not territorial-revisionism.

The legal core is Council Regulation (EU) 2022/350 and Council Decision (CFSP) 2022/351 of 1 March 2022, inserting a broadcast prohibition for Annex XV entities (RT English, RT UK, RT Germany, RT France, RT Spanish, and Sputnik) into Regulation (EU) No 833/2014; Ofcom’s 18 March 2022 revocation of ANO TV Novosti’s UK licence as not fit and proper; the General Court’s 27 July 2022 judgment in RT France v Council (T-125/22); and the U.S. Foreign Missions Act determinations and OFAC designations of 4–11 September 2024. A studio slogan does not change those instruments.

Mechanism

The ecosystem moves welfare through named channels.

First, state-funded international broadcasting under editorial command. RT’s editor-in-chief Margarita Simonyan is the public face of that command. Vladimir Putin is head of state of the Federation that funds the outlet. Sharing a newsroom with presenters or a U.S. production company does not move authorship off the FARA foreign principal (ANO TV-Novosti) or off the Council’s finding of Russian-authority control.

Second, disclosure as a foreign-principal channel, not a content ban. On 13 November 2017 the U.S. Department of Justice confirmed that T&R Productions LLC, RT’s U.S. operating unit, had registered under FARA, with ANO TV-Novosti as foreign principal. FARA requires registration, labelling, and record-keeping. It does not take a channel off the air. Simonyan called the demand discriminatory and registered rather than face a criminal case. That disagreement is stored. It is not a veto of the filing.

Third, a wartime broadcast prohibition inside the Union. On 1 March 2022 the Council adopted Regulation 2022/350. Inserted Article 2f prohibits operators from broadcasting or enabling, facilitating, or otherwise contributing to broadcast of Annex XV content, including by cable, satellite, IP-TV, internet service providers, and video-sharing platforms, and suspends licences and distribution arrangements. The Council press release of 2 March 2022 stated that Sputnik and Russia Today are under permanent direct or indirect control of the Russian authorities and are essential and instrumental in supporting the military aggression against Ukraine. Josep Borrell called systematic information manipulation an operational tool in that assault.

Fourth, a national regulator’s fitness finding. On 18 March 2022 Ofcom revoked RT’s UK licence with immediate effect, concluding that ANO TV Novosti was not fit and proper. Ofcom cited 29 ongoing due-impartiality investigations, RT’s prior £200,000 fine, Russian state funding of a state that had invaded a neighbour, and new Russian laws criminalising independent journalism that departed from the state narrative. On 18 July 2022 Ofcom recorded that those 29 investigations had found breaches. Dmitry Peskov called the revocation “madness.” That denial sits next to the regulator’s reasons.

Fifth, judicial review, then a later U.S. foreign-mission and sanctions layer. On 27 July 2022 the General Court (Grand Chamber) dismissed RT France’s action (T-125/22). On 4 September 2024 OFAC designated Simonyan and other RT executives under E.O. 14024, and the State Department determined that RT, Rossiya Segodnya, RIA Novosti, TV-Novosti, Ruptly, and Sputnik are foreign missions. On 13 September 2024 Antony Blinken stated that these entities were functioning like a de facto arm of Russia’s intelligence apparatus, including covert influence and military procurement. Contested recruitment and procurement figures stay on the named Treasury and State instruments. This page does not invent Contribution.size.

Timing is hours for a satellite cut and years for a labelled foreign-principal file. A later lifting of Annex XV would be a new dated fact. It would not turn this driver into Disinformation Prevalence.

Evidence base

The best evidence is Official Journal text, a UK regulator decision, a Luxembourg judgment, a FARA acknowledgement, and U.S. Treasury/State notices.

Council Regulation (EU) 2022/350 of 1 March 2022 (OJ L 65, 2 March 2022) is the Union broadcast prohibition (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32022R0350 (opens in a new tab)). The Council press release of 2 March 2022 names RT’s language services and Sputnik. Ofcom’s 18 March 2022 revocation and 18 July 2022 breach findings are the UK record (https://www.ofcom.org.uk/tv-radio-and-on-demand/broadcast-standards/ofcom-revokes-rt-broadcast-licence (opens in a new tab)). General Court press release 132/22 of 27 July 2022 and ECLI:EU:T:2022:483 record the dismissed action. Reuters and AP recorded the 13 November 2017 FARA filing the same day. OFAC’s 4 September 2024 release (JY2559) is the 2024 U.S. sanctions layer (https://home.treasury.gov/news/press-releases/jy2559 (opens in a new tab)). EEAS East StratCom / EUvsDisinfo has documented Kremlin information manipulation, including these outlets, since 2015 (https://euvsdisinfo.eu/ (opens in a new tab)).

This page does not invent a unique RT audience, budget coefficient, influencer-payment total, or Contribution.size. Where Ofcom prints a prior fine of £200,000, that figure is Ofcom’s.

Evidence is strongest for a published regulation, a licence revocation, a Grand Chamber dismissal, and an OFAC designation. It is weaker for any unique first-week reach coefficient after the ban. It is weakest where a studio slogan is asked to rebate Annex XV.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into civic voice.

  • Having a say in government: direction lower voice when a state-controlled export floods a public with coordinated false or misleading war and election narratives, and when the same state criminalises independent reporting at home. Horizon: weeks for a wartime broadcast wave, years for labelled foreign-principal activity. The indicator is higher-is-better. Strengthening this ecosystem is a welfare-negative move on that series.

An electricity-access or PISA path does not follow from a broadcast listing without a sourced channel. Missing coefficients stay missing.

The welfare sign on say-in-government is negative: strengthening this ecosystem reduces a higher-is-better civic-voice reading. That is the opposite of treating a studio slogan as a public good that rebates the Council listing.

Interactions and contested points

The mechanism interacts with the live Ukraine-war driver when Annex XV is adopted as a response to the 24 February 2022 invasion, and with Disinformation Prevalence, Information-Environment Fragmentation, Media Freedom, and Digital Content Moderation Intensity when platforms geo-block RT in the Union while mirror sites remain. Reinforcement is obvious when a war, a broadcast ban, and a FARA label sit in the same season. Offsetting is the claim, common in RT and Kremlin statements, that the ban is censorship of a legitimate foreign broadcaster equivalent to the BBC. Those statements can be stored. They do not cancel Regulation 2022/350, Ofcom’s fitness finding, or T-125/22.

The strongest competing view is that RT is publicly funded journalism analogous to Deutsche Welle or the BBC, that FARA was a discriminatory post-2016 instrument, and that the EU ban violates freedom of expression. The General Court heard those arguments and dismissed the action. FARA is a disclosure statute, not a content ban. Ofcom’s revocation turned on fitness and impartiality duties of a UK licensee funded by a state then at war.

A second competing view is that this node is Disinformation Prevalence or a second Ukraine-war page. It is not. Prevalence is a global metric with a disclosed WGI proxy. Ukraine war remains one live war driver. This node is the named state-media export and the instruments that treated it as an operational tool.

Established: 2017 FARA registration of T&R Productions for ANO TV-Novosti; Council Regulation 2022/350 and Decision 2022/351 of 1 March 2022; Ofcom revocation 18 March 2022 and later 29 impartiality-breach findings; General Court T-125/22 dismissed 27 July 2022; OFAC designation of Simonyan and State foreign-mission determinations in September 2024. Not established: a unique audience or influencer-payment coefficient as Contribution.size; minted pages for Peskov, Borrell, Blinken, or ANO TV-Novosti. A later lifting of Annex XV would be a new fact.
