Gnassingbé dynastic rule
Gnassingbé dynastic rule is one continuing domestic mechanism in Togo: a son who took the presidency in 2005 after Gnassingbé Eyadéma’s death and still holds executive power after a 2024 constitution that moved real authority into an indefinitely renewable President of the Council of Ministers chair he assumed on 3 May 2025. It is a mechanism, not a quiet-reformer brochure and not a Soviet-scope repression row. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is
Gnassingbé dynastic rule is one continuing domestic mechanism in Togo: a son who took the presidency in 2005 after Gnassingbé Eyadéma’s death and still holds executive power after a 2024 constitution that moved real authority into an indefinitely renewable President of the Council of Ministers chair he assumed on 3 May 2025. It is a mechanism, not a quiet-reformer brochure and not a Soviet-scope repression row.
The driver is not a unique 2005 death census invented here, not Ukraine, and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space, capacity for peaceful transfer of power — can move with this file or against it. They do not replace it. A phosphate or port-efficiency slogan is not this node. This node is the 2017–18 protest crackdowns, Law No. 2024-005 of 6 May 2024, and the 3 May 2025 Assembly appointment.
It applies to Togo from the 2005 succession as tenure start through the Fifth Republic Council chair. It is not proxy-war-intensity (1919–50) and not territorial-revisionism.
The legal core is the 2024 constitutional revision (parliamentary system; Council president is the majority-party leader for a six-year term without a two-term cap) and contemporaneous Amnesty and Reuters products on 2017 force. A speech that calls the Fifth Republic a democratic consolidation does not change the mechanism.
Mechanism
The file moves welfare through named channels.
First, protest-cycle force. In August 2017 the security ministry said two protesters were killed when forces opened fire in Sokodé-area demonstrations demanding a return to 1992 term limits (Reuters, 20 August 2017). Amnesty recorded beatings and tear gas on 7–8 September 2017 amid an internet shutdown from 6 September, and a 9-year-old shot dead in Mango on 20 September — Amnesty and the security minister both recorded a child’s death; they disagreed on authorship. This page does not invent a unique 2017 death total or copy the contested 2005 “around 500” as a size.
Second, constitutional clock-reset. In 2019 parliament limited presidents to two terms but reset the clock for the incumbent. On 25 March and 19 April 2024 a UNIR-dominated Assembly adopted a new constitution. On 6 May 2024 Faure promulgated Law 2024-005. Direct presidential suffrage ended. Real power moved to a President of the Council of Ministers, the majority-party leader, six-year term, no two-term cap.
Third, the Council chair. On 3 May 2025 the National Assembly appointed him first President of the Council after UNIR’s 108 of 113 seats in April 2024. Jean-Lucien Savi de Tové became ceremonial president. Opposition called it a life-presidency manoeuvre. Eyadéma remains a name in prose. This run does not mint a page for him.
Fourth, command. He is the majority-party leader and, from 3 May 2025, the Council president who commands the administration, defence, and security forces under the 2024 text. Sharing execution with police or an Assembly speaker is not a reason to drop the promulgation.
Timing is days for a tear-gas dispersal and years for a constitutional capture. A later genuine rotation would be a new fact. It would not hang this driver on Glavlit or on Ukraine.
Evidence base
The best evidence is the promulgated 2024 law plus Amnesty/Reuters 2017 products plus the 3 May 2025 Assembly appointment.

This page does not invent a unique protester death total.
Evidence is strongest for a promulgated law and an Assembly appointment. It is weaker for any unique first-day death coefficient. It is weakest where a 2005 succession speech is asked to rebate 2024.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into voice-and-accountability series.
- Having a say in government: direction lower voice when term-limit protests are met with live fire and a constitution moves the real executive into an indefinitely renewable majority-party chair. Horizon: a reporting year. Confidence: high for the dated law and appointment; medium where a global series mixes Togo with other states.
An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.
The welfare sign of the driver on voice is negative: strengthening dynastic capture reduces a higher-is-better say-in-government reading. That is the opposite of treating a Fifth Republic label as a democratic consolidation.
Interactions and contested points
The mechanism interacts with electoral integrity, civic space, and transfer capacity when those instruments share a date with this presidency. Reinforcement is obvious when 2017 force and a 2024 constitution sit in the same family file. Offsetting is the claim that a parliamentary label rebates 50 years of one surname. That label can be stored. It does not cancel 6 May 2024.
The strongest competing view is that 2024 stripped the presidency and therefore opened rotation. What the text established is a Council president who is the majority-party leader without a two-term cap. What UNIR’s 108 of 113 seats established is that the same person could take that chair.
A second competing view is that this is Soviet state-repression or Ukraine. It is not.
Established: 2005 tenure start; 2017 ministry/Amnesty force products; 6 May 2024 promulgation; 3 May 2025 Council appointment. Not established: a unique 2017 death total, or that Eyadéma is a minted Person. It would not rename this driver as reform.
