What the sources establish
Amnesty International carries the official instrument or communique. Reuters records the same dated act independently.
Established: Internet was blocked from 6 September 2017. Amnesty and Reuters recorded tear gas and beatings on 7–8 September.
Sharing field execution is not a reason to drop the cluster.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Internet shutdown and security-force tear gas during 6–8 September term-limit protests, not a later speech about Internet shutdown and security-force tear gas during 6–8 September term-limit protests.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He headed the state that blocked the internet and commanded the forces that dispersed. That limit is the alternative to treating office-holding as authorship of every later series.
