What this driver is
Hun Sen post-Manet power is one continuing personalist mechanism in Cambodia: the former prime minister (1985–2023) who dissolved the CNRP, convicted Kem Sokha, then became Senate president on 3 April 2024 after handing the premiership to Hun Manet, and who on 25 May 2026 signed a royal pardon as acting head of state that left politics and travel bans in place.
The driver is not ukraine-war, not territorial-revisionism, not Glavlit, and not GULAG. Neighbouring mechanisms — civic space, electoral integrity, capacity for peaceful transfer — can move with this file. Hun Manet is the live son-and-successor. This run references him.
It applies from the 16 November 2017 Supreme Court dissolution of the CNRP, through the 3 March 2023 Kem Sokha treason verdict while Hun Sen was still prime minister, the 3 April 2024 Senate presidency, and the 25 May 2026 pardon implementation assignment. Media shutdowns (Cambodia Daily, RFA) are neighbouring Hun Sen-era bars. Sam Rainsy’s exile is neighbouring.
The legal neighbourhood is Supreme Court and municipal-court products, Senate confirmation, royal decree countersigned as acting head of state, AKP, and contemporaneous Reuters/AP records already used on the Hun Manet file for neighbouring dates.
Mechanism
The dual-power file moves welfare through named channels.
First, opposition destruction. On 16 November 2017 the Supreme Court dissolved the CNRP after Kem Sokha’s 3 September 2017 arrest. The 2018 election returned a CPP sweep. That bar is Hun Sen’s premiership, not Hun Manet’s 22 August 2023 endorsement.
Second, the Sokha verdict. On 3 March 2023 a court sentenced Kem Sokha to 27 years of house arrest for treason. Hun Sen was still prime minister. The 30 April 2026 appeal-court uphold is neighbouring. The 25 May 2026 pardon he signed as acting head of state left politics and a five-year travel ban. Analysts did not read it as a political opening. Hun Manet was assigned to implement; that implementation is Manet-dated on the live son’s page. The signature of the decree is Hun Sen’s.
Third, Senate presidency. On 3 April 2024 the Senate unanimously confirmed him as president after a CPP Senate poll. He remains CPP president. Informal supremacy is the completed office, not a retirement.
Fourth, China alignment is neighbouring recorded diplomacy. Xi Jinping is live if a dated meeting is used.
Timing is decades of premiership plus a Senate sequel. A later genuine contest or a pardon that lifted politics and travel bans would be a different fact.
Evidence base
The best evidence is court products, Senate confirmation, the 25 May 2026 royal decree, and Reuters/AP.
AP recorded the pardon Hun Sen signed as acting head of state (https://apnews.com/article/cambodia-kem-sokha-opposition-pardon-treason-1ef4bf8c961cf4250134ab377d176751 (opens in a new tab)). Reuters recorded the same (https://www.reuters.com/world/asia-pacific/cambodian-king-pardons-former-opposition-leader-2026-05-25/ (opens in a new tab)). Hun Manet’s live page already stores 22 August 2023 and the pardon-implementation neighbourhood without converting the 2023 verdict into Manet’s Contribution. This driver keeps that split.
This page does not invent a unique political-prisoner census or Contribution.size. Politics and travel bans remaining after the pardon are independently recorded.
Evidence is strongest for a Supreme Court dissolution, a 2023 verdict, a Senate confirmation, and a 2026 decree. It is weakest where a hereditary handover photograph is asked to rebate 16 November 2017.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into civic-space and electoral-integrity series.
- Electoral integrity and transfer move when the only credible opposition vehicle is dissolved and a Senate presidency follows a hereditary premiership. Horizon: 2017–26. Confidence: high for the court and Senate instruments.
- Civic space moves when a treason verdict and a pardon that leaves political bans are completed. Horizon: years. Confidence: high for AP/Reuters on 25 May 2026.
Missing coefficients stay missing. The welfare sign is negative on capture continuity. A Senate gavel is not a civic opening.
Interactions and contested points
The mechanism interacts with Hun Manet’s live page (implementation, not the 2017 bar) and with unresolved Kem Sokha and Sam Rainsy. Reinforcement is obvious when father signs a pardon the son posts as unity.
The strongest competing view is that 2023 was a genuine succession and that the 2026 pardon is mercy. Succession happened. The pardon happened. Politics and travel bans remained. The 2017 dissolution and 2023 verdict remain Hun Sen’s.
A second competing view is that this is Soviet state-repression. It is not. It is a 2017–26 CPP personalist file.
Established: 16 November 2017 CNRP dissolution; 3 March 2023 Sokha verdict; 3 April 2024 Senate presidency; 25 May 2026 pardon leaving bans. Not established: that Hun Manet wrote 2017, or that the pardon opened politics. A later contest would be a new fact.
