Net harmfulFormula-derived score

The through-line is a hereditary one-party handover sold as an election: he told lawmakers the barred-opposition 23 July poll was free and fair, then kept the opposition banned while a journalist who exposed scam compounds was charged on his watch. The largest negative contribution to the formula-derived score is “National Assembly endorses Hun Manet as prime minister after a barred-opposition poll” (2023).

Editorial assessment (context, not the score)

The heaviest documented costs sit on two clusters, not on a personality adjective.

First, a hereditary handover sold as an election. The 23 July 2023 National Assembly poll produced a CPP landslide after the Candlelight Party was disqualified on 15 May 2023 while Hun Sen was still prime minister — that bar is not a Manet Contribution. On 22 August 2023 parliament endorsed Hun Manet. He told lawmakers the election was free and fair and that he would implement CPP policy. Capacity for peaceful transfer of power and electoral integrity are the drivers, not a Soviet repression row.

Second, civic closure on his watch. On 30 September–1 October 2024 journalist Mech Dara, known for trafficking and scam-compound reporting, was arrested and charged with inciting social unrest. A prison-uniform apology to Hun Manet and Hun Sen aired on 23–24 October; he was later bailed. The Manet-dated edge is the named apology while in office, not a claim he signed the warrant. On 25 May 2026 a royal pardon signed by Hun Sen as acting head of state assigned Hun Manet to implement it. Politics and five-year travel bans remained. Analysts did not read it as a political opening.

The 3 March 2023 Kem Sokha treason verdict was under Hun Sen. The 30 April 2026 appeal-court uphold is neighbouring; the 2023 verdict is not Manet’s Contribution. Confidence is high on National Assembly endorsement, Reuters/AP contemporaneous records, and the 2026 pardon assignment, and medium where scam-compound raid counts sit between a government claim and observer scepticism. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Hun Manet has been prime minister of Cambodia since 22 August 2023. He is Hun Sen’s son. Hun Sen, CPP president and Senate president from 3 April 2024, is named as an unresolved person candidate. This run does not mint a page for him. Dual-power is context. It is not a Manet Contribution unless a Manet-dated act is sourced.

A hereditary one-party handover was sold as an election. The 23 July 2023 poll lacked a viable opposition because Candlelight was disqualified on 15 May 2023 under Hun Sen. That bar is not hung on Manet. On 22 August 2023 the National Assembly endorsed him. He told lawmakers the election was free and fair (Reuters (opens in a new tab)). That is the first recorded_action as prime minister.

On his watch the opposition stays banned. Journalist Mech Dara, known for scam-compound reporting, was arrested on 30 September 2024 and charged with inciting social unrest (Reuters, 1 October 2024 (opens in a new tab)). A prison-uniform apology to Hun Manet and Hun Sen aired on 23–24 October; bail followed (AP). Contested: government versus rights groups. The Manet-dated edge is the named apology while in office.

The 3 March 2023 Kem Sokha treason verdict was Hun Sen’s. The 30 April 2026 appeal-court uphold is neighbouring. On 25 May 2026 a royal pardon signed by Hun Sen as acting head of state assigned Hun Manet to implement it. Manet posted it as a step toward national unity. Politics and travel bans remained (AP; AKP). Analysts: not a political opening.

First bilateral state visit as prime minister: China, September 2023, to meet Xi Jinping. Xi Jinping is the counterpart. Li Qiang, Zhao Leji, and Wang Yi are unresolved. On 28 July 2025 he met Thailand’s acting prime minister at Putrajaya, hosted by Anwar Ibrahim, after border fighting. Hun Sen, not Manet, played the outsized role including a leaked call — that leak is not Manet authorship. Anwar Ibrahim is the host.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. An anti-scam campaign from July 2025 is a government claim of compounds wiped out; observers are sceptical. This page does not convert CCOS raid counts into Contribution.size. A West Point biography is not a rebate of a barred opposition.

Contributions and limits of responsibility

He told lawmakers the 2023 vote was free and fair. He is the named addressee of a prison-uniform apology. He was assigned to implement the 2026 pardon. Hun Sen-era bars and the 2023 Sokha verdict stay on Hun Sen. Sharing a dual-power household is not a reason to drop Manet-dated rows. It is a reason not to re-author 2017 CNRP dissolution as his.

Causal chain through facts

22 August 2023 weakens electoral integrity and capacity for peaceful transfer of power. Mech Dara and the 2026 pardon implementation weaken civic space and strengthen digital-censorship. They do not hang on Glavlit media-freedom or Soviet state-repression. He is not on the Ukraine-war chain as a co-belligerent. He connects to those mechanisms only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: the documented instruments close a one-party handover and keep bans in place. A later genuine contest or a pardon that lifted politics and travel bans would be a different fact with a different date. Hun Sen, Kem Sokha, and Mech Dara remain names on this file, not invented biographies.
