Net harmfulFormula-derived score

The through-line is personalist capture after a hereditary handover: CNRP dissolved, Kem Sokha convicted on his watch, then a Senate gavel and a 2026 pardon he signed that left politics and travel bans. hun manet is the live successor. The largest negative contribution to the formula-derived score is “Court sentences Kem Sokha to 27 years of house arrest for treason” (2023).

Editorial assessment (context, not the score)

The heaviest documented costs sit on opposition destruction and dual-power, not on a personality adjective.

First, the CNRP file. On 16 November 2017 the Supreme Court dissolved the Cambodia National Rescue Party after Kem Sokha’s September arrest. The 2018 poll returned a CPP sweep. That bar is Hun Sen’s premiership. It is not Hun Manet’s 22 August 2023 endorsement.

Second, Sokha and the sequel. On 3 March 2023 a court sentenced Kem Sokha to 27 years of house arrest for treason while Hun Sen was still prime minister. On 25 May 2026 Hun Sen, as Senate president acting as head of state, signed a royal pardon that AP and Reuters recorded as leaving politics and travel bans (AP (opens in a new tab); Reuters (opens in a new tab)). Hun Manet posted unity; implementation is on the live son’s page. The decree signature is Hun Sen’s.

The 3 April 2024 Senate presidency is completed informal supremacy, not retirement. Hun Manet is live. Confidence is high on court, Senate, AP, and Reuters, and medium where later Telegram framing sits between a decree and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Hun Sen has been Senate president of Cambodia since 3 April 2024 and remains president of the Cambodian People’s Party. He was prime minister from 1985 to 22 August 2023. Hun Manet is the live successor. The 15 May 2023 Candlelight disqualification and the 22 August endorsement stay on the dates already stored on Manet’s page as neighbouring Hun Sen-era bars versus Manet-dated acts.

The opposition file is official. On 16 November 2017 the Supreme Court dissolved the CNRP. Kem Sokha had been arrested on 3 September 2017 by Hun Sen’s bodyguard unit. Sam Rainsy was already in exile. The 2018 National Assembly election returned every seat to the CPP. That is a completed barred-opposition sequence, not a 2023 photograph.

On 3 March 2023, still as prime minister, he watched a court sentence Kem Sokha to 27 years of house arrest for treason. The 30 April 2026 appeal-court uphold is neighbouring. On 25 May 2026 he signed a royal pardon as acting head of state because King Norodom Sihamoni was in China for treatment (AP (opens in a new tab)). Politics and a five-year travel ban remained. Lawyers and rights groups did not read it as a political opening.

On 3 April 2024 the Senate unanimously confirmed him as president after a CPP Senate election. He remains the power broker. Dual-power after August 2023 is context. It is not a reason to drop Hun Sen-dated rows and not a reason to steal Manet-dated rows.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. A 2023 handover to a son is procedure, not a civic opening. A 2026 pardon that leaves bans is not stored as mercy-as-rebate.

Contributions and limits of responsibility

He was prime minister for the 2017 dissolution and the 2023 verdict. He took the Senate gavel. He signed the 2026 decree. Hun Manet’s 22 August 2023 endorsement and later implementation assignment stay on the live son’s page. Sharing a household is not a reason to merge the two Contributions.

Causal chain through facts

16 November 2017 weakens electoral integrity and civic space and strengthens post-Manet-power as capture legacy. 3 March 2023 continues that file. 3 April 2024 is Senate supremacy. 25 May 2026 is a pardon that is not an opening. None of these hang on territorial-revisionism or ukraine-war. He connects to those mechanisms only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: barred opposition, a treason verdict, a Senate gavel, and a pardon that left bans. A later genuine contest or a pardon that restored politics and travel would be a different fact. Kem Sokha, Sam Rainsy, and Hun Manet remain names on this file — Manet live, the others unresolved.
