Kiir oil patronage rule
Kiir oil patronage rule is one continuing domestic mechanism in South Sudan: the president who sacked Vice-President Riek Machar and the cabinet in July 2013, whose forces fought Machar’s after 15 December 2013, and who in September 2024 extended the 2018 peace-deal transition and postponed the first post-independence elections to December 2026. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is
Kiir oil patronage rule is one continuing domestic mechanism in South Sudan: the president who sacked Vice-President Riek Machar and the cabinet in July 2013, whose forces fought Machar’s after 15 December 2013, and who in September 2024 extended the 2018 peace-deal transition and postponed the first post-independence elections to December 2026. It is a mechanism, not a peacemaker brochure and not a Soviet-scope repression row.
The driver is not a unique 2013–2018 death census invented here, not Ukraine, not Nagorno-Karabakh, and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space, capacity for peaceful transfer of power — can move with this file or against it. They do not replace it. Riek Machar is unresolved. A unique civil-war integer is not this node. This node is July 2013, 15 December 2013, and 13–21 September 2024.
It applies to South Sudan from independence tenure (9 July 2011) through the 2024 extension. It is not proxy-war-intensity (1919–50) and not territorial-revisionism.
The legal core is the July 2013 sackings; the 15 December 2013 Juba fighting; the 2018 Revitalized Agreement as a neighbouring text; and the September 2024 presidency announcement plus 21 September constitutional amendment extending the transition, as recorded by AP and the UN Commission on Human Rights in South Sudan. A speech that calls delay technical is not a rebate.
Mechanism
The file moves welfare through named channels.
First, elite rupture. In July 2013 Kiir dismissed Machar and the cabinet. Machar said it was a step toward dictatorship. Machar is unresolved. This page does not invent a unique July integer.
Second, unfinished peace. Fighting in Juba on 15 December 2013 opened a civil war between forces loyal to Kiir and forces loyal to Machar. Later UN and AU products recorded mass killings. Those tallies are contested and are not stored as Contribution.size. The 2018 Revitalized Agreement is neighbouring. Elections promised under that deal have been postponed repeatedly.
Third, clock capture. On 13 September 2024 the government postponed December 2024 elections to 22 December 2026, citing census, constitution, and party registration. On 21 September the Transitional Constitution was amended to extend the 2018 arrangements by two years. The UN Commission said the extension was in large measure due to failure to implement the peace agreement and would compound the human rights crisis if leaders did not change course. RJMEC endorsed; key international partners abstained.
Fourth, oil patronage. Oil has been the state’s revenue core. A 2024 pipeline shutdown through Sudan cut revenue. That is neighbourhood. It does not cancel September 2024. The UN Commission noted that during a prior two-year extension, government revenues reached almost 3.5 billion dollars, mainly from oil, while critical tasks stalled.
Timing is days for a cabinet sack and years for an extended transition. A later genuine contest on 22 December 2026 would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a unique IDP stock invented here.
Evidence base
The best evidence is contemporaneous reporting of the July 2013 sackings, 15 December 2013 fighting, AP on 13 September 2024, and the UN Commission’s 25 September 2024 statement.
Guardian, 24 July 2013. Reuters/AP on December 2013. AP, 13 September 2024 (https://apnews.com/article/south-sudan-elections-postponed-10a4e41a1b967cc51ec52a354a86d489 (opens in a new tab)). OHCHR, 25 September 2024 (https://www.ohchr.org/en/press-releases/2024/09/south-sudan-extension-transitional-government-will-compound-dire-human (opens in a new tab)). S/2024/776 on the 13 September announcement.
This page does not invent a unique civil-war death integer.
Evidence is strongest for the dated sackings, the 15 December outbreak, and the September 2024 extension. It is weaker for any unique first-night casualty. It is weakest where a 2011 independence speech is asked to rebate 2024.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into voice-and-accountability series.
- Having a say in government: direction lower voice when a president sacks a rival, fights a civil war, and extends an unelected transition rather than holding the promised poll. Horizon: a reporting year. Confidence: high for the dated 2024 instruments.
An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.
The welfare sign of the driver on voice is negative: strengthening oil-patronage rule reduces a higher-is-better say-in-government reading. That is the opposite of treating 2018 as a completed peace.
Interactions and contested points
The mechanism interacts with electoral integrity because South Sudan has not held a national election since independence. Offsetting is the claim that incomplete census work rebates the delay. The UN Commission stored that the prior extension still saw large oil revenues while tasks stalled.
The strongest competing view is that Sudan’s war made elections impossible. The pipeline shutdown is neighbourhood. It does not mint burhan-saf-civil-war here and does not cancel 13 September 2024.
A second competing view is that this is eastern-drc-m23-rdf or ukraine-war. It is not. Evening waves never mint those slugs.
Established: July 2013 sackings; 15 December 2013 Juba fighting; 13–21 September 2024 postponement and constitutional extension. Not established: a unique civil-war integer, or that Machar is a minted Person. A later genuine contest would be a new fact. It would not rename this driver as peacemaking.
