Mulino Canal and Darién
Mulino Canal–Darién is one continuing Panamanian mechanism: the 1 July 2024 oath that made José Raúl Mulino president on the Realizing Goals ticket after Ricardo Martinelli’s disqualification, the same-day US–Panama memorandum on Darién repatriations, the collapse of Darién crossings from a 2023 peak above 520,000 toward a 2025 residual of about 3,000, the December 2024–2025 clash in which Donald Trump demanded cheaper Canal rates and hinted at recovering US control while Mulino refused…

What this driver is
Mulino Canal–Darién is one continuing Panamanian mechanism: the 1 July 2024 oath that made José Raúl Mulino president on the Realizing Goals ticket after Ricardo Martinelli’s disqualification, the same-day US–Panama memorandum on Darién repatriations, the collapse of Darién crossings from a 2023 peak above 520,000 toward a 2025 residual of about 3,000, the December 2024–2025 clash in which Donald Trump demanded cheaper Canal rates and hinted at recovering US control while Mulino refused, and the 2 January 2026 declaration that the crisis with the United States was over and the Canal remained Panamanian.
Neighbouring mechanisms — drought transit cuts, CK Hutchison port rulings, Belt and Road exit talk — can move with this file or against it. They do not replace it. A maritime-law CV is not this node. This node is an oath, a Darién memorandum, and a Canal-sovereignty refusal.
It applies to Panama from the 2024 campaign through the 2026 Canal-crisis declaration.
The legal core is the 1 July 2024 oath, the 1 July 2024 US repatriation MoU, SENAFRONT 2024–25 crossing prints, and the 2 January 2026 “Canal remained Panamanian” statement. A campaign adjective does not change those texts. Territorial-revisionism is not used for the Canal file.
Mechanism
The file moves welfare through named channels.
First, a completed 2024 transfer. On 1 July 2024 he took the oath after the 5 May contest. Martinelli remains unresolved. Cortizo left. That is a dated strengthening of capacity for peaceful transfer of power.
Second, a Darién instrument. The same day, Panama and the US signed a memorandum in which Washington would fund repatriations. He said Panama would not be an open path. By 2025 official prints showed a collapse versus 2023. Store the MoU and the later “closed for practical purposes” claim.
Third, a Canal refusal. In December 2024 Trump criticised rates and Chinese influence and floated recovering the Canal. Mulino refused. On 2 January 2026 he declared the crisis over and the Canal Panamanian. Store the refusal.
Fourth, a port/BRI neighbourhood. April 2025 Hegseth joint language on exiting Belt and Road and Canal security sits as neighbouring US instrument. CK Hutchison/PPC court rows are neighbouring commercial weather. They do not replace the 1 July oath.
Evidence base
The best evidence is the 1 July 2024 transmission of command, the US–Panama MoU, SENAFRONT prints, the 2 January 2026 statement, and same-week AP/EFE wires.
AP recorded the oath and the Darién promise. EFE recorded the first-year “Darién cerrado” claim. Defense.gov recorded the 8 April 2025 Hegseth joint statement. Donald Trump is live on the Canal-pressure neighbourhood.
Evidence is strongest for an oath date and a MoU day. It is weaker for any unique first-week crossing integer. This page does not invent one.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into polarisation and humanitarian-access series only where a sourced path exists.
An education, CPI, or WJP path does not follow from a Canal oath without a sourced channel. Missing coefficients stay missing. This catalog does not clone family-template DII onto the node.
The welfare sign of strengthening this driver is mixed: a completed 2024 oath is a plus on transfer; a Darién closure that collapses crossings can be a plus on border control and a minus on humanitarian-access neighbours.
Interactions and contested points
The mechanism interacts with Trump-dated Canal rows and with Colombian Darién counterparts. Reinforcement is obvious when the MoU and the 2025 residual sit in the same household. Offsetting is the claim that drought transit cuts rebate Canal sovereignty. Store drought as neighbouring ACP weather. It does not cancel 1 July 2024.
The strongest competing view is that Mulino only executed Martinelli. Store the ticket neighbourhood.
Established: 1 July 2024 oath and US MoU; 2025 Darién residual; 2 January 2026 Canal-remained-Panamanian statement. Not established: a unique crossing integer as Contribution.size, or that Trump’s December 2024 language is Mulino authorship. A later Canal treaty gazette would be a new fact. Sharing a Realizing Goals brand with Martinelli is not a reason to drop Mulino-dated rows. It is a reason not to mint him here. Sharing a Darién table with Petro is not a reason to hang Colombian statutes as his. ACP drought cuts, if dated, belong on neighbouring canal-operations rows. They do not convert the 2024 oath into a unique later civic rebate, and they do not erase the US pressure file.
What is documented
José Raúl Mulino took office on 1 July 2024 with two sovereignty files immediately in view: irregular migration through the Darién Gap and external pressure around the Panama Canal. His government made migration deterrence an early priority and entered a U.S.-funded repatriation arrangement intended to return people who entered Panama irregularly. The policy combined deportation flights, physical barriers on some routes, fines, and tighter security control. Panama recorded 520,085 Darién crossings in 2023; Reuters reported just over 300,000 in 2024, a decline of about 42 percent, with the reduction accelerating after Mulino took office. By January 2025 a Panamanian official said crossings were down roughly 90 percent from the same month a year earlier. Those numbers describe route use, not welfare by themselves: enforcement can reduce exposure to robbery, sexual violence, drowning, and jungle hazards while also pushing migrants toward hidden routes or return systems with weaker access to protection. In parallel, Mulino faced renewed U.S. pressure over the canal and Chinese commercial presence, while publicly insisting on Panamanian sovereignty.
Who moves this driver
José Raúl Mulino moves the driver through the decision to make the Darién corridor a state-enforcement priority and through his handling of canal sovereignty. His role is not equivalent to every action by Panama's border police or the United States. The record should distinguish Panamanian orders, U.S. funding, deportation logistics, and migrant decisions. It should also distinguish canal administration from rhetoric by foreign officials: a threat or demand changes diplomatic pressure, while an actual treaty, concession, security agreement, or transfer changes the institutional position.
Welfare pathways
The rights-sensitive route is Access to justice index. More state presence can improve access to registration, screening, rescue, and lawful procedures, but accelerated return can weaken access if people cannot present protection claims or challenge removal. The second route is Government effectiveness gap from the highest governance score. A smaller gap is better; a state that can register flows, coordinate returns, and control a dangerous corridor may improve administrative effectiveness, though capacity should not be confused with rights compliance.
The corridor also creates a burden-sharing problem between migrants, Panamanian communities, security forces, humanitarian organisations, Colombia, and the United States. A fall in arrivals can reduce pressure on reception sites and emergency services while transferring risk southward or into clandestine movement. That is why administrative control and human welfare must remain separate judgments. The canal side of the driver has a similar distinction: defending treaty rights and operational autonomy can strengthen state capacity, but diplomatic confrontation can create commercial uncertainty even without a legal change. For readers, the useful evidence is therefore concrete: recorded crossings, removals, screening rules, asylum access, bilateral instruments, canal-board decisions, port concessions, and treaty obligations. Political claims about "taking back" the canal or "closing" the jungle should be treated as rhetoric until an institution, route, or legal status actually changes.
What is uncertain
The sharp decline in crossings cannot be assigned entirely to Mulino. U.S. border policy, Venezuelan politics, air links, regional enforcement, smuggling adaptation, and migrant expectations all changed. Lower recorded crossings may partly reflect displacement to routes that are harder to observe. Canal pressure is also distinct from migration administration and should not be converted into one numerical sovereignty score. Evidence should therefore separate route volume, human-rights treatment, state capacity, and canal governance rather than declare a single success or failure.
