On 7 October 2023, Hamas and other Palestinian armed groups launched a coordinated attack into Israel. A UN Commission of Inquiry reported that civilians were intentionally targeted and that people were abducted to Gaza as hostages; it concluded that the investigated acts included war crimes and other violations. Israel then launched a large-scale military operation in Gaza. The causal graph should preserve both sets of agency and keep civilian harm visible without collapsing the entire war into the initial attack or treating the initial attack as a separate permanent war driver.
