Israel–Gaza war (Oct 2023+)

Israel–Gaza war (Oct 2023+) is one continuing armed conflict opened by the Hamas-led attack on Israel on 7 October 2023 and the Israeli military campaign in the Gaza Strip that followed, running through International Court of Justice provisional measures, Security Council ceasefire demands, International Criminal Court arrest warrants, and a later fragile ceasefire that did not erase those instruments. It is a mechanism, not a headline and not a 1918–45 territorial-revisionism row.

What this driver is

Israel–Gaza war (Oct 2023+) is one continuing armed conflict opened by the Hamas-led attack on Israel on 7 October 2023 and the Israeli military campaign in the Gaza Strip that followed, running through International Court of Justice provisional measures, Security Council ceasefire demands, International Criminal Court arrest warrants, and a later fragile ceasefire that did not erase those instruments. It is a mechanism, not a headline and not a 1918–45 territorial-revisionism row. It is not the Ukraine war.

The driver is not “self-defence” as a mood, not “from the river to the sea” as a slogan, and not a single rocket. Neighbouring mechanisms — humanitarian access, food-price pressure, iran-israel-escalation — can move with this war or against it. They do not replace it. A closed crossing is an access file. A strike on Iran is a different driver. This node is the Israel–Gaza war: organised killing, siege conditions, hostage-taking, and forced displacement inside and from Gaza after 7 October 2023.

It applies to Israel and the Gaza Strip from 7 October 2023 through the court and Council products that named the campaign, and through the 15–19 January 2025 ceasefire announcement. It is not the 2008–09 or 2014 Gaza wars as a second driver, and it is not Kosovo, Crimea, or Taiwan.

The legal neighbourhood is the Genocide Convention case South Africa v. Israel (provisional measures 26 January 2024, additional measures 28 March 2024 and 24 May 2024), Security Council resolution 2728 (25 March 2024), and ICC Pre-Trial Chamber I arrest warrants of 21 November 2024. A television adjective that calls the campaign “absolute victory” or “resistance” does not change the mechanism. An ICJ provisional-measures order is not a merits judgment of genocide. An ICC warrant is not a conviction.

Mechanism

The war moves welfare through named channels.

First, the 7 October opening. Hamas’s Izz ad-Din al-Qassam Brigades and allied armed groups attacked civilian and military sites in southern Israel, killed civilians, and took hostages into Gaza. The ICC later found reasonable grounds that Mohammed Deif bore responsibility for murder, extermination, torture, hostage-taking, and sexual violence from at least that date. Hostage integers are contested across Israeli, ICRC, and Hamas statements.

Second, the Israeli campaign in Gaza. From 8 October 2023 the Israel Defense Forces conducted air and later ground operations across the Strip. The ICJ’s 26 January 2024 order recited a large number of deaths and injuries, massive destruction of homes, and forcible displacement of the vast majority of the population. Those are the Court’s words, not a Factrail body-count. Gaza Health Ministry running totals and Israeli military tallies disagree. Contested integers stay contested.

Third, starvation and access as a method alleged in court. The 21 November 2024 ICC warrants for Benjamin Netanyahu and Yoav Gallant allege the war crime of starvation as a method of warfare and crimes against humanity of murder, persecution, and other inhumane acts from at least 8 October 2023 until at least 20 May 2024. Netanyahu is a live counterpart on a Person page; he is not minted here. Gallant is unresolved. Israel’s government called the warrants false. A warrant is not a trial judgment.

Fourth, court and Council command. On 26 January 2024 the ICJ bound Israel to prevent genocidal acts, punish incitement, and enable humanitarian assistance (https://www.icj-cij.org/node/203453 (opens in a new tab)). On 28 March 2024 it added unhindered provision at scale of food, water, fuel, and medical care. On 24 May 2024 it addressed Rafah. On 25 March 2024 the Security Council demanded an immediate Ramadan ceasefire and unconditional hostage release (S/RES/2728 (2024)). Those texts did not halt the campaign that season.

Fifth, a later pause that does not rewrite the file. Qatar and the United States announced a ceasefire-and-hostage deal on 15 January 2025; it took effect on 19 January 2025 after 471 days. Implementation later frayed. A pause is a dated fact. It does not delete 7 October, the ICJ orders, or the ICC warrants.

Timing is hours for an airstrike and months for displacement stocks and famine risk. A later genuine political settlement with a date would be a new fact. It would not hang this driver on territorial-revisionism or on ukraine-war.

Evidence base

The best evidence is court and Council instruments plus contemporaneous independent reporting of 7 October and of the Gaza campaign.

The ICJ case page is South Africa v. Israel, General List No. 192 (https://www.icj-cij.org/case/192 (opens in a new tab)). Orders of 26 January 2024, 28 March 2024, and 24 May 2024 are binding provisional measures, not a merits finding. S/RES/2728 (2024) is the Council ceasefire demand (https://undocs.org/S/RES/2728(2024) (opens in a new tab)). The ICC published the 21 November 2024 warrants. Reuters, AP, and UN News recorded 7 October 2023 the same day.

This page does not invent a unique 7 October death total, a unique Gaza civilian death total, or Contribution.size from a Health Ministry dashboard. Where the ICJ recites “a large number of deaths,” quote the Court.

Evidence is strongest for a signed court order, a Council resolution, and contemporaneous reporting of the 7 October attacks. It is weaker for any unique first-hour death coefficient. It is weakest where a wartime slogan is asked to replace an instrument.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into organised-violence deaths and conflict displacement.

Humanitarian-access is a neighbouring driver. An electricity-access or PISA path does not follow without a sourced channel. Missing coefficients stay missing.

The welfare sign of the driver on those indicators is negative: strengthening the war increases a lower-is-better death count and a lower-is-better displacement stock. That is the opposite of treating a later ceasefire announcement as a rebate of 7 October or of the Rafah measures.

Interactions and contested points

The war interacts with humanitarian access, iran-israel-escalation, and food-price pressure when a closed crossing and a regional strike sit in the same season. Reinforcement is obvious. Offsetting is the claim that 7 October licenses every later method, or that an ICJ order is “antisemitic” and therefore void. Those are arguments. They can be stored. They do not cancel the 26 January 2024 order or the 21 November 2024 warrants.

The strongest competing view is that the campaign is lawful self-defence against Hamas, that casualty figures from Gaza are Hamas-run, and that the ICC lacks jurisdiction over Israel. Self-defence is a legal claim about the use of force; it is not a veto of distinction, proportionality, or starvation-as-method allegations the ICC recorded as reasonable grounds. Gaza Health Ministry figures remain contested. Jurisdiction is for the Court.

A second competing view is that this is territorial-revisionism (1918–45) or ukraine-war. It is not. Those are a different century or a different war.

Established: 7 October 2023 Hamas-led attack and hostage-taking; Israeli campaign in Gaza; ICJ provisional measures of 26 January, 28 March, and 24 May 2024; S/RES/2728; ICC warrants of 21 November 2024; 15–19 January 2025 ceasefire announcement. Not established: a unique Factrail death total, a merits finding of genocide, or a conviction. A later implemented political settlement would be a new fact. It would not hang this driver on 1918–45.
