Context
The Ministry of Human Resources and Emiratisation wrote the rules. Mohamed bin Zayed was already the union’s principal. ILO and HRW treated the changes as partial. He did not personally inspect every camp.
Mansoor 2018 is a different rights file. It is not rebated by labour mobility.
The president of the United Arab Emirates is elected by the Federal Supreme Council of the seven emirates and is, in this case, also Ruler of Abu Dhabi and supreme commander of the armed forces. He does not write UNFCCC consensus texts by himself, IAEA operating licences, Israeli Knesset statutes, or UN panel reports.
Why it matters
The path is labour-market tightness and protection of migrant workers as a minority-rights analogue: completed mobility rules are an attempted reduction of kafala lock-in. They are not a living-wage statute.

What the sources establish
UAE Ministry of Human Resources and Emiratisation carries the official instrument or communique. Reuters records the same dated act independently.
Established: 2021 UAE labour-law changes on job mobility and related insurance, independently reported.
Not established: that kafala ended, or a unique later wage-theft coefficient from the gazette.
MOHRE wrote the rules. Employers still sponsor.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The UAE enacts labour-law changes easing some kafala features, not a later speech about The UAE enacts labour-law changes easing some kafala features.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He politically owned the reform cluster as union principal. MOHRE wrote the rules. Employers still sponsor. That limit is the alternative to treating office-holding as authorship of every later series.
